RESERVING AS SCHOOL SITE FOR PEÑABLANCA EAST NATIONAL HIGH SCHOOL, CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN SITUATED IN BARANGAY LAGUM, MUNICIPALITY OF PEÑABLANCA, PROVINCE OF CAGAYAN, ISLAND OF LUZON AND GRANTING OWNERSHIP THEREOF IN FAVOR OF THE REPUBLIC OF THE PHILIPPINES — DEPARTMENT OF EDUCATION

Upon recommendation of the Secretary of the Environment and Natural Resources and by virtue of the powers vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby withdraw from entry, sale disposition or settlement and reserve for school site purposes of Peñablanca East National High School and grant ownership thereof in favor of the Republic of the Philippines — Department of Education, subject to private rights, if any there be, certain parcels of land of the public domain, situated in Barangay Lagum, Municipality of Peñablanca, Province of Cagayan, Island of Luzon, and more particularly described as follows: aSTECI

A parcel of land (identified as Lot 2, Ccs-(af)-02-000328-D, portion of Lot Nos. 5221-5211, and 4888, Pls-793) as surveyed for Peñablanca East National High School situated in Barangay Lagum, Municipality of Peñablanca, Province of Cagayan, Island of Luzon. Bounded on the SE., along line 1-2 by Public Land; on the SW., and NW., along lines 2-3-4 by Lot 4 on the NW., along lines 4-5-6 by Lot 3; on the NE., along lines 6-7-8 by Lot 1; and on the S., along line 8-1 by Public Land, all of Ccs-(af)-02-000328-D.

Beginning at a point marked "1" on the plan being N. 46-02'E., 11404.10 m. from BLLM No. 1, Pls-793, thence:

A parcel of land (identified as Plan Psu-(af)-02-000502, as surveyed for Mangga National High School) situated in Barangay Lagum, Municipality of Peñablanca, Province of Cagayan, Island of Luzon. Bounded on the SW., along line 1-2 by Existing Road on the NW., and NW., along line 2-3 by Lot 5211; on the N., along line 3-4 by Lot 5221; both of Pls-793; and on the E., along line 4-1 by Lot claimed by Soledad Pagalilauan.

Beginning at a point marked "1" on the plan being N. 46-26'E., 11374.48 m. from BLLM No. 1, Pls-793, thence:

N. 83-07'W., 46.00 m. to point 2;

N. 09-52'E., 73.00 m. to point 3;

DUE EAST 38.00 m. to point 4;

S. 03-35'W., 77.58 m. to point of

beginning; containing an area of THREE THOUSAND ONE HUNDRED FORTY EIGHT (3,148) square meters, more or less. All points indicated on the plan are marked on the ground by P.S. cyl. Conc. mons. 15 x 40 cms. In diameter. Bearing True. The survey was executed by Engr. Gerardo C. Melad on September 20, 2002 was approved on November 12, 2004.

The area covered by the Proclamation shall be under the administrative jurisdiction, supervision and control of the Department of Education which shall be responsible in maintaining the usefulness of the area.

The Secretary of Environment and Natural Resources is hereby authorized to issue the corresponding Special Patent in favor of the Republic of the Philippines — Department of Education (DepEd).
