PHILRACOM RESOLUTION NO. 51-16
Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (Philracom) held on 27th July 2016 at 4th Floor Electra House Bldg., Esteban St., Makati City.
WHEREAS, Presidential Decree (PD) No. 420, as amended, vests the Commission with exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing;
WHEREAS, the same law further grants the Commission the power to prescribe additional rules and regulations not otherwise inconsistent therewith and to impose fines, penalties and forfeitures to erring parties under the rules and regulations of the Commission, which fines, penalties and forfeitures shall accrue to the funds of the Commission;
WHEREAS, the Commission, acting favorably on the recommendation of the Handicapping Committee, deems it necessary to maximize the opportunity of 2YO horses to participate in races in order to enhance their racing experience;
NOW THEREFORE, BE IT RESOLVED as it is hereby RESOLVED to amend PR 58-E of Unit III, Chapter 5 of the Rules Governing the Conduct of Races, thus:
PR 58-E NUMBER OF HORSES IN A RACE
In all regular races, the minimum number of horses participating shall be six (6) numbered declared entries; provided that in the case of 2YO horses, the Racing Manager has the discretion to allow a race to run with a minimum of four (4) numbered declared entries.
For Stakes Races, the minimum allowable number of declared entries is three (3) horses. In cases wherein the number of entries falls below this number on the actual day, the race shall still be run.
