PHILRACOM RESOLUTION NO. 18-16
WHEREAS, Presidential Decree No. 420 gives the Commission exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing;
WHEREAS, the same law gives the Commission the power to prescribe additional rules and regulations not otherwise inconsistent therewith and to impose fines, penalties and forfeitures to erring parties under the rules and regulations of the Commission, which fines, penalties and forfeitures shall accrue to the funds of the Commission;
WHEREAS, upon the recommendation of the Field Inspection Division and of the Committee on Facilities and Conduct of Races, the Commission finds it necessary to pass a new resolution to improve further the broadcast of races and boost the confidence of the viewing public on the integrity and transparency of the races;
NOW THEREFORE, be it RESOLVED, as it is hereby RESOLVED that the following additional rule be observed in the broadcast of races effective immediately upon publication hereof at the Philracom website:
1. The winning information should be flashed on screen during the broadcast for not less than five (5) seconds;
2. The information should include the winning time, quarter times, race number, date, and the name of the winning horse.
RESOLVED FINALLY that failure on the part of the Racing Club to follow this Rule shall make its Racing Manager liable under PR 4-D as amended by Resolution No. 16A-15 dated September 30, 2015.
