PHILRACOM RESOLUTION NO. 41-16
WHEREAS, Presidential Decree No. 420 gives the Commission exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing;
WHEREAS, the said decree gives the Commission the power to prescribe additional rules and regulations not otherwise inconsistent therewith and to impose fines, penalties and forfeitures to erring parties under the rules and regulations of the Commission, which fines, penalties and forfeitures shall accrue to the funds of the Commission;
WHEREAS, on July 29th, 2016, the PHILRACOM Board of Commissioners passed Resolution No. 46-15, adding to PR 75 "Acts and/or Omissions by Horse Owners and/or Trainers and their Corresponding Penalties" paragraph W, to wit: "For failing to submit a complete, accurate, correct and duly signed declaration sheet, the trainer shall be penalized upon the discretion of the Commission Board in accordance with the existing Rules and Regulations on Horse Racing."
WHEREAS, the Committee on Facilities and Conduct of Races, Protests, Complaints, Appeals and Other Disputes has recommended the amendment of the Rules and Regulations on Horse Racing to further improve the conduct of horse racing;
NOW THEREFORE, be it RESOLVED, as it is hereby RESOLVED that PR 75 be amended, so as to include the following provision:
PR 75. ACTS AND/OR OMISSIONS BY HORSE OWNERS AND/OR TRAINERS, AND THEIR CORRESPONDING PENALTIES

X. For failing to inform and obtain the consent of the jockey to ride a horse under his trainership/ownership before declaration to participate in a race, the trainer shall be fined Five Hundred Pesos (Php500.00).
