PHILRACOM RESOLUTION NO. 64-16
WHEREAS, it is the declared policy of Presidential Decree No. 420 and mandate of the Commission to promote and direct the accelerated development and continued growth of horse racing not only in pursuance of the sports development program but also in order to insure the full exploitation of the sport as a source of revenue and employment;
WHEREAS, under PD No. 420, the Commission has exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing;
WHEREAS, the Commission is also given by the said Decree the specific power, among others, to prescribe additional rules and regulations not otherwise inconsistent with it;
WHEREAS, the Commission is committed to unceasingly find ways and means to raise the prestige of horse races and of the horse racing industry;
WHEREAS, on August 17, 2016, the Board issued Resolution No. 53-16 creating the Races Committee to handle all PHILRACOM races;
WHEREAS, on October 19, 2016, upon consultation with the respective handicappers of the different Racing Clubs, the Races Committee submitted to the Board the Guidelines for Invitational Races intended to be used by all the racing clubs for all invitational races in order to lessen, if not eliminate, the different issues created by the adoption of a different guidelines by each racing club and consequently, the preparation of their own line-up;
WHEREAS, it is necessary to create a unified policy for framing invitational races in order to level the playing field and to maximize the potential of these races.
NOW THEREFORE, be it RESOLVED as it is hereby RESOLVED that the Guidelines for Invitational Races, attached herein and made an integral part of this Resolution, be approved.
RESOLVED FURTHER, that the Races Committee, in addition to the powers granted to it by Resolution No. 53-16, is authorized to do the following:
1. Supervise and monitor compliance with the Guidelines for Invitational Races;
2. Conduct investigation on any violation or non-compliance with the Guidelines for Invitational Races; and
3. Report to the Board its findings after investigation and recommend appropriate action.
RESOLVED FINALLY, that all orders, resolutions and rules that are contrary hereto or inconsistent herewith are deemed repealed or modified accordingly.

GUIDELINES FOR INVITATIONAL RACES
I. Specific Guidelines for Invitational Races:
A. Horses winning an Invitational Race shall automatically go up one (1) group.
B. For going down one (1) group:
1. At least three (3) clean losses for horses that has won and was elevated by one (1) group.
2. Horses that are non-winner in Invitational Race and totally outclassed in their Invitational Race shall be allowed to go down a group after a run. The process shall be reviewed carefully by the committee.
3. At least two (2) clean losses for horses that has not won any Invitational Races.
4. Horses that came in close to the 3rd placer shall be left to the judgment of the Club Handicappers, based on the following consideration:
* No weight adjustments;
* Less weight adjustments;
C. Any penalty imposed by Board of Stewards (BOS) on a runner participating in an Invitational race shall prevent any downward adjustment in grouping for the horse penalized with:
• Written warning
• Restraining his mount
• Lack of interest
• Doubtful riding and
• Disappointing run
D. Horses coming from vacation of six (6) months vacation or more may retain their old Invitational race group or be reclassified after winning or placing 2nd and 3rd in a race in their respective Class Division and Handicap Race or after four (4) consecutive runs in any race except Invitational Race and shall be based on the following: Winning time, Opponents and same track venue.
E. Horses without an Invitational Race group shall be classified in the Invitational Race after winning in their respective class division, handicap race and maiden race (Six (6) consecutive runs in Maiden can renounce to Class Division, Handicap Race, Once run in its renounce group, it cannot revert to its Maiden Group and it will be given an Invitational Race Group after winning, placing or three (3) consecutive runs in Class Division or Handicap Race). The reclassification shall be based on the following: Winning time, Opponent and same track venue. DETACa
F. If already a winner of Invitational Race group 15, the horse must have five (5) consecutive clean losses at Invitational Race 14 before going back to Invitational Race group 15.
G. For Horses belonging to Invitational Race Groups 1-5, Five (5) in numbers are allowed to run.
H. In case of lack of number of Races, Splitting of group can be done by straight drawing of lots in Invitational Races with a minimum of twelve (12) entries.
I. The Club Handicappers with the assistance of the Races Committee shall prepare and release a Invitational races line up to be used by all Racing Clubs.
J. The Horse Owner or any authorized representative of the Horse Owner shall file the intent to the Club Handicappers in order for the horse to be included in the Invitational Race line-up, subject to the Guideline for Invitational Races. No Fees shall be collected in filing the intent.
K. The Races Committee shall issue at least one (1) Invitational Race copia every month with the provision: "Groups in the copia are subject to adjustments without prior notice";
L. This Invitational race copia shall contain a list of numbered invitational races based on the numbered Invitational races in the master list of the Races Committee and shall be posted in the PHILRACOM website on a weekly basis. Non-winner and Non-placers of any invitational race for a period of three (3) months with at least four (4) runs may appeal with the Races Committee for reclassification.
M. All the above shall be based on the latest racing records of the Philippine Racing Commission Handicapping Committee.
