PHILRACOM RESOLUTION NO. 44-16

WHEREAS, it is the mandate of the Commission to implement the declared policy under Presidential Decree No. 420 to promote and direct the accelerated development and continued growth of horse racing not only in pursuance of the sports development program but also in order to insure the full exploitation of the sport as a source of revenue and employment;

WHEREAS, the Commission has the exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes and the security of horse racing.

WHEREAS, the Commission is also empowered under the said decree to prescribe additional rules and regulations not otherwise inconsistent therewith;

WHEREAS, upon the request of the horse owners (Tri-Org),agrees to amend several handicapping guidelines;

NOW THEREFORE, the Commission RESOLVES, as it is hereby RESOLVED to implement these handicapping guidelines to wit:

1. All horses that go on vacation for 3 months will go down one group with a maximum movement of 3 groups in one year. Going down in groups due to vacations shall be until Class Division 1 only.

2. Class Division 9 and 10 will be removed. All horses under this CD will be categorized from CD 10 — 56 Kilos, CD 9 — 55 Kilos, and CD 8 will retain its present weight with a maximum of 54 Kilos.

3. There will be a Maiden Division for 3 year old horses and above categorised under Maiden A, Maiden B; and yet after another 3 clean losses, to Maiden C. This guideline is retroactive for all 3 years old horses running since January 2016.
