PHILRACOM RESOLUTION NO. 51-17
Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (PHILRACOM) held on 06 December 2017 at 4th Floor Electra House Bldg., Esteban St., Makati City.
WHEREAS, it is the mandate of the Commission to implement the declared policy under Presidential Decree No. 420 to promote and direct the accelerated development and continued growth of horse racing not only in pursuance of the sports development program but also in order to insure the full exploitation of the sport as a source of revenue and employment;
WHEREAS, under PD No. 420, the Commission has the exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing;
WHEREAS, the Commission is also given by said Decree the specific power, among others, to prescribe additional rules and regulations not otherwise inconsistent with it;
WHEREAS, due to the complex nature and evolving process of Horse Handicapping, it is necessary to amend and/or revise the Condition Races Guidelines from time to time;
WHEREAS, the Races Committee submitted the proposed Revised Condition Races Guidelines which established the exit point of horses, thereby minimizing human interference and avoiding the exercise of discretion in determining the proper classification/grouping of horses.
NOW THEREFORE, be it RESOLVED as it is hereby RESOLVED that the Revised Condition Races Guidelines attached herein and made an integral part of this Resolution is approved.
RESOLVED FURTHER, that any prior resolution inconsistent herewith is hereby modified accordingly.

Revised Condition Races Guidelines
2YO CONDITION RACE GRAPHICAL ILLUSTRATION.
GUIDELINES FOR 2YO CONDITION RACES.
A. 2YO horses shall be given a condition race after the following:
1) Winners and Placers (2nd and 3rd) in their Group Race;
2) Non-placers after three (3) unplaced run in their Group Race without any penalties imposed by the Board of Stewards.
B. Winners and Placers (2nd and 3rd) in their Group race shall be included in the 2YO Condition Race Group 1, Winners shall carry a Handicap weight of 54 kilos and Placers shall carry a Handicap weight of 52 kilos.
C. Winners of the 2YO Condition Race Group 1 shall have an additional weight of one (1) kilo and shall only be allowed to win twice in this group.
D. Non-Placers after three (3) unplaced run in their Group Race without any penalties imposed by the Board of Stewards shall be included in the 2YO Condition Race Group 2, Colts shall carry a Handicap weight of 54 kilos and Fillies shall carry a Handicap weight of 52 kilos.
E. Winners of the 2YO Condition Race Group 2 shall have an additional weight of one (1) kilo and shall only be allowed to win twice in this group.
F. 2YO horses after winning twice in the Condition Category 2 shall go up to Condition Category 1 with a Handicap weight of 52 kilos.
G. All 2YO Condition Races shall be allowed to run with five (5) horses in numbers.
H. No vacation for 2YO horses.

GUIDELINES FOR 3YO AND ABOVE CONDITION RACES.
A. Horses shall be given a Condition race grouping after exiting every August 1 and shall be based on the table above.
B. The 3YO and above Condition races shall have twenty-two (22) Condition race groups.
C. Horses shall be subject to adjustment corresponding to their exit point if the said horses participated and win or placed 2nd or 3rd in any Stakes Races/Invitational Races with a guaranteed total prize of 500,000 or more after the August 1 exit.
D. Placers and Non-placers can renounce to their corresponding exit point after three runs.
E. The Initial Handicap weight for all Condition Races Category shall be 54 kilos.
a) Horses shall retain a handicap weight of 54 kilos if placed 2nd or 3rd.
b) Losing horse (4th to last) shall have a deduction of one (1) kilo.
c) Going down a Condition race group shall be loss at 52 kilos.
F. A winning horse in the Condition Race shall automatically go up one (1) Condition race group.
G. Horses shall go down one (1) Condition race group after a loss at 52 kilos.
H. The initial Condition Race group of horses can be adjusted to a maximum of two (2) Condition Group higher based on their first three (3) wins of the horse in Condition races after the initial grouping.
I. For Condition race group 1, winners shall have an additional handicap weight of 2 kilos for every win. No additional weight for 2nd and 3rd placers. Going down shall be loss at 52 kilos.
J. A Horse participating in a Condition Race shall not be entitled to any downward adjustment in groupings if a Written Warning is imposed by the Board of Stewards for and/or found committing the following acts:
1) Restraining his mount;
2) Lack of interest;
3) Disappointing run.
K. A. Merging shall be allowed on three (3) Condition race group from numbers 1-6 only. (No merging of Condition race group if there is already a quorum of five (5) in numbers).
1. Additional 3 kilos to the higher group.
2. Additional 2 kilos to the middle group.
3. Lowest group shall retain its handicap weight.
B. Merging shall be allowed on two (2) consecutive Condition race group from numbers 1-13 only. (No merging of Condition race group if there is already a quorum of six (6) in numbers).
1. Additional 2 kilos to the higher group.
L. Horses that previously won in Condition race group 22 shall only be allowed to go down again to Condition race group 22 after three (3) consecutive clean losses in Condition race group 21.
M. Horses belonging to Condition race group 1 to Condition race group 6 shall be allowed to run with five (5) horses in numbers.
N. Maximum of 54 kilos for Condition Races except for merging of Condition race group and Condition race group 1 with a maximum weight of 60 kilos for older horses and 56 kilos for 3YO horses.
O. Rules for 3YO shall be effective every 1st day of August of the year.
P. Splitting of Condition race group.
1. There shall be a minimum number of runners in cases where there is a splitting of groups within the Condition Race and at least thirteen (13) declared entries;
2. Splitting of Condition race group shall only be done when the number of declared entries are as follows:
a) 13 entries or more may be split into a maximum of two (2) groups.
b) 20 entries or more may be split into a maximum of three (3) groups.
3. Splitting of Condition race group is to be done only when necessary to complete the number of races.
4. Splitting shall be done by straight drawing of lots.
Q. Vacation of Horses
• For horses in vacation for a period of six (6) months can go down one (1) Condition Race group and a maximum of 2 Condition race group in a year.
