PHILRACOM RESOLUTION NO. 45-17
Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (PHILRACOM) held on 25 October 2017 at 4th Floor Electra House Bldg., Esteban St., Makati City.
WHEREAS, it is the declared policy of Presidential Decree No. 420 and mandate of the Commission to promote and direct the accelerated development and continued growth of horse racing not only in pursuance of the sports development program but also in order to insure the full exploitation of the sport as a source of revenue and employment;
WHEREAS, under PD No. 420, the Commission has exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing;
WHEREAS, the Commission is also given by the said Decree the specific power, among others, to prescribe additional rules and regulations not otherwise inconsistent with it;
WHEREAS, the Commission is committed to unceasingly find ways and means to raise the prestige of horse races and of the horse racing industry;
WHEREAS, the Commission passed Board Resolution No. 04-17, series of 2017, approving the Handicapping Guidelines of 2017;
WHEREAS, due to the complex nature and evolving process of Horse Handicapping and after consultation with the stakeholders, the Commission finds it necessary and desirable to revise the same.
NOW THEREFORE, be it RESOLVED as it is hereby RESOLVED that the Revised Handicapping Guidelines of 2017, attached herein and made an integral part of this Resolution, be approved.
RESOLVED FURTHER, that any prior resolution irreconcilably inconsistent herewith is hereby modified accordingly.

Revised Handicapping Guidelines
I. 2YO LOCAL AND IMPORTED EXIT TO GROUP RACE GRAPHICAL ILLUSTRATION.
II. 2YO LOCAL AND IMPORTED HORSES.
All 2YO horses can participate in a race amongst themselves as 2YO horses to let them gain their proper form in these early stages of their racing career. The following are the guidelines for the participation of 2YO horses:
A. PCSO SWEEPSTAKES RACES/PHILRACOM JUVENILE STAKES RACES/IMPORTED
WINNERS ABROAD.
1. Winner (1st placer) goes to — 2YO GROUP 6/54,
2. Placers/non-placers (2nd to last) goes back to its 2YO MAIDEN RACE.
B. 2YO LOCAL and IMPORTED MAIDEN
1. Winner (1st placer) goes to — 2YO GROUP 7/54,
2. 2YO MAIDEN will have an option to renounce — 2YO GROUP 7/54,
3. Once it runs in 2YO GROUP 5, the horse cannot revert to its maiden group. cSEDTC
C. 2YO LOCAL and IMPORTED GROUP RACE
1. A horse needs two consecutive (2) wins in the 2YO Group 5 before it can go up to the next Group,
2. A horse need one (1) win in the 2YO Groups 6 and 7 before it can go up to the next Group,
3. 1st placer will carry an additional 1kg,
4. 2nd and 3rd placers stay, no additional weight carried,
5. Maximum handicap weight for 2YO is at 55 kilograms,
6. A horse with can go down a group with a loss at 52 kilograms,
7. All non-winners in Group 7 that has ran three (3) times unplaced can have their own Group 7 unplaced only,
8. All non-winners in Group 7 that has ran five (5) times unplaced or more can have their own Group 7 unplaced only,
9. All winners or placers from upper group that go down to group 7 can have their own group 7 winner/placer only,
10. We can separate fillies and colts on each group if entries have volume.
D. MERGING OF GROUPS FOR 2YO LOCAL and IMPORTED GROUP
1. 2 groups merging of 2YO GROUP
• Priority of merging with more entries,
• +1 kg to the higher group
• Same weight to the lower group
2. 3 groups merging of 2YO GROUP
• +1 kg to the highest group,
• Same weight to the middle group,
• -1 kg to the lowest group.
E. No declaration requests will be accepted for 2YO horses,
F. No vacation of horses for 2YO horses,
G. Transition period of 2YO to 3YO with regards to its groupings:
1. Groupings will remain,
2. Marked win in the 2YO GROUP will be carried during the transition of 2YO GROUP to 3YO GROUP.
H. Minimum of four (4) in numbers to run.
III. 3YO LOCAL AND IMPORTED EXIT TO GROUP RACE GRAPHICAL ILLUSTRATION.
IV. 3YO LOCAL AND IMPORTED HORSES
All 3YO horses can participate in a race amongst themselves only as 3YO horses to let them gain their proper form in these early stages of their racing career. The following are the guidelines for the participation of 3YO horses:
A. PCSO SWEEPSTAKES RACES/PHILRACOM COLTS AND FILLIES STAKES
RACES/IMPORTED WINNERS ABROAD.
1. Winner (1st placer) goes to — 3YO GROUP 5/54,
2. Placers/non-placers (2nd to last) goes back to its 3YO MAIDEN RACE.
B. 3YO LOCAL and IMPORTED MAIDEN
1. Winners (1st Placer) of Maiden goes to — 3YO GROUP 6/54,
2. Maiden Group a horse can renounce anytime and shall go to 3YO-GROUP 6/54,
3. Horses that has renounced and has run in their renounced group shall not be allowed to revert to its previous Maiden Group,
4. Exit point of 3YO to GROUP RACE shall be based on their 1st Place Earnings.
C. 3YO LOCAL and IMPORTED GROUP RACE GROUPS
1. A horse needs two consecutive (2) wins in 3YO Group 5 before it can go up the next higher group,
2. A horse need one (1) wins in 3YO Groups 7 and 6 before it can go up the next higher group,
3. 1st placer will carry an additional 2 kilograms,
4. 2nd placer will carry an additional 1 kilograms,
5. 3rd placer will carry an additional 0.5 kilograms,
6. Maximum handicap weight for 3YO is at 56 kilograms,
7. A horse can go down a group with a loss at 52 kilograms,
8. All non-winners in Group 7 that has ran three (3) times unplaced can have their own Group 7 unplaced only,
9. All non-winners in Group 7 that has ran five (5) times unplaced or more can have their own Group 7 unplaced only,
10. All winners or placers from upper group that go down to group 7 can have their own group 7 winner/placer only,
11. We can separate fillies and colts on each group if entries have volume.
D. MERGING OF GROUPS FOR 3YO LOCAL and IMPORTED GROUP RACE
1. For 3YO Group race,
2 groups merging of 3YO GROUP,
• +2 kilograms to the higher group,
• same weight to the lower group,3 groups merging of 3YO Group,
• +2 kilograms to the highest group,
• +1 kilograms to the middle group,
• same weight to the lowest group.
E. Maximum weight of 3YO is at 56 kilograms.
F. Minimum of six (6) in numbers to run.
V. LOCAL AND IMPORTED EXIT POINT TO GROUP RACE GRAPHICAL ILLUSTRATION.
* Included in the horse career earnings are placers (2nd to 3 rd) of PHILRACOM STAKES RACES/PCSOA SWEEPSTAKES RACES/OTHER STAKES RACES except Stakes Races with
VI. EXIT OF 3YO LOCAL AND IMPORTED HORSES BY AUGUST 1 OF EVERY SUCCEEDING YEAR WITH REGARDS TO ITS CAREER 1ST PLACE WINNINGS.
A. NON-PLACERS can renounce to GROUP RACE 9 by August 1, but must have at least four (4) runs.
B. PLACERS (2ND and 3RD), can renounce to GROUP RACE 8 by August 1, but must have at least four (4) runs.
C. Winners and Stakes Races Placers with EARNINGS BELOW PHP480,000 shall go to GROUP RACE 7.
D. Winners and Stakes Races Placers within the range of PHP480,001 TO PHP980,000 shall go to GROUP RACE 5.
E. Winners and Stakes Races Placers within the range of PHP980,001 TO PHP2,000,000 shall go to GROUP RACE 4.
F. Winners and Stakes Races Placers within the range of PHP2,000,001 AND UP shall go to GROUP RACE 3.
G. Start of vacation for 3YO horses that exited shall be on August 1.
H. Transition of 3YO to Group Race will be every 1st day of August.
VII. EXIT OF 4YO LOCAL and IMPORTED HORSES AND ABOVE.
A. 4YO and Above Horses exit will also be based on 1st place winnings same as 3YO exit.
B. For new 4YO and above maiden horses, it will have an option to renounce to its equivalent Group Race after four (4) runs or they can still run in their Maiden group, but once run their renounced group, they cannot revert to their Maiden group. SDAaTC
VIII. LOCAL AND IMPORTED HORSES GROUP RACE (1 WIN) GRAPHICAL ILLUSTRATION.
IX. LOCAL AND IMPORTED HORSES GROUP RACES.
A. A win in the Group Race shall move the horse up to the next higher Group Race,
B. 2nd Placer shall carry an additional weight of 1 kilograms,
C. 3rd Placer shall carry an additional half kilogram or 0.5 kilograms,
D. While the losing horses (4th to last) carrying weight shall have a weight allowance deduction of one (1) kilograms,
E. While a losing horse, carrying a 52 kilograms weight allowance shall move the horse to the next lower Group Race.
F. No merging of groups for the Group Races, including 3YO horses, if there is already a quorum of five (5) in numbers in the Groups 1-4 and six (6) in numbers in Groups 5-10. Reason is to avoid the carrying of an additional handicap weight allowance to the higher group.
G. VACATION FOR GROUP RACE
1. Horses that are in vacation for three (3) months can go down one (1) Group Race or can go down to a maximum of three (3) Group Race in a year.
2. Going down by vacation is only until Group Race 9.
H. GROUP RACE 1 SHALL BE THE HIGHEST GROUP RACE
1. Winners in Group Race 1 shall carry an additional weight of 2 kilograms.
2. A Horse can go down to a lower group at a loss at 52 kilograms.
3. Maximum of 60 kilos shall only apply to Group Race 1.
4. VACATION RULE FOR HORSES IN GROUP RACE 1 ONLY:
A. For every win registered in Group Race 1 the said horse will need a three (3) months' vacation to erase each win;
B. Horses that shall erase their win thru a three (3) months' vacation shall have a 2 kilos deducted from their present weight;
C. A horse that has completely erased their win in Group Race 1 after three (3) months of vacation shall go down to Group Race 2.
D. A horse that has not won in Group Race 1 after a three (3) months' vacation shall go down to Group Race 2.
E. A Horse can only go down a maximum of three (3) groups in a year.
I. MERGING OF GROUP RACE
1. Merging of two (2) groups (from GROUP 1 to GROUP 10)
• +3 kilograms to the highest group
• Same weight to the lowest group
2. Merging of three (3) groups (from GROUP 1 to GROUP 4 only)
• +3 kilograms to the highest group
• +2 kilograms to the middle group
• Same weight to the lowest group
X. OTHER HANDICAPPING MATTERS.
A. For restraining his horse to run on its own merits, and for not riding it so as to obtain the best possible placing, and restraining his mount, handicapping rules will prevail;
1. For placers, it shall carry an additional weight allowance of:
• Additional 1kg to the 2nd placers
• Additional 0.5kg to the 3rd placers
2. For non-placers, no weight adjustments shall be made.
B. A Horse participating in a Group Race shall not be entitled to any downward adjustment in groupings if a Written Warning is imposed by the Board of Stewards for, and/or found committing the following acts:
1) Restraining his mount;
2) Lack of interest;
3) Disappointing run.
C. For non-starters, handicapping rules will prevail:
1. Breaks ahead of the others:
• As if it finished the race and shall receive the corresponding weight reduction.
2. Left behind
• If it won the race, officially declared as winner, the horse will move up a group;
• If it placed in the race the horse shall receive the corresponding additional weight;
• For non-placers, it shall receive the corresponding weight reduction and go down a group by a loss at 52kgs.
D. Retirement Age of Local Horses:
• Fourteen (14) years old by end of December from year of foaling and has to be retired on the 1st day of January of the succeeding year.
E. Coupled entry
• In Regular Prized Races, the coupled entry of the scratched horse shall be automatically withdrawn from the race, with no penalty imposed on it except if the Board of Stewards is notified of the scratching of the horse before the start of betting, in which case its coupled entry may still participate.
F. For horses belonging to the higher group (Group 1 to 4), five (5) in numbers are allowed to run.
G. Splitting of Groups.
1. There shall be a minimum number of runners in cases where there is a splitting of groups within the Group Race and at least thirteen (13) declared entries;
2. Splitting of Group race shall only be done when the number of declared entries are as follows:
a) 13 entries or more may be split into a maximum of two (2) groups.
b) 20 entries or more may be split into a maximum of three (3) groups.
3. Splitting of Group race is to be done only when necessary to complete the number of races.
4. Splitting of Group race shall be done by straight drawing of lots.
XI. n IMPORTED HORSES GUIDELINES.
1. Only Thoroughbred shall be allowed to race;
2. Thoroughbred Horses must attain all the necessary requirements of the PHILRACOM;
3. Only Thoroughbred horses below Eight (8) years old shall be allowed to race;
4. Retirement age for imported horses is eight (8) years old by end of December from year of foaling and has to be retired on the 1st day of January of the succeeding year;
5. The Northern Hemisphere Ruling shall apply to all imported horses in all their races;
6. Only the first (1st) place prize money and money earned from stakes races of said horses shall be considered as their earnings;
7. Earnings of the Imported horses shall be based at the current exchange rate of the currency of the country of origin less ten percent (10%). The reckoning date for the rate of exchange to be used shall either be on the date of arrival or the date of registration whichever is lower;
8. Imported Thoroughbred Horses shall be governed by the same rule as locally bred horses except in races with specified requirements; acEHCD
9. These rules shall also apply to previously purchase imported horses for as long as they have not won any local races.
