PHILRACOM RESOLUTION NO. 27-17
Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (PHILRACOM) held on 7 June 2017 at 4th Floor Electra House Bldg., Esteban St., Makati City.
WHEREAS, under Presidential Decree No. 420, the Commission has exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes and the security of racing;
WHEREAS, the Commission is also given by the said decree the specific powers, among others, to prescribe additional rules and regulations not otherwise inconsistent therewith;
WHEREAS, the Commission continues to find ways and means to raise the prestige of horse races and of the horse racing industry;
WHEREAS, the Commission approved Board Resolution No. 38-16, series of 2016, adopting the guidelines for proper decorum in the holding of trophy races;
WHEREAS, the Commission also approved Board Resolution No. 04-17, series of 2017, approving the 2017 Condition Races Guidelines, which amended the existing Trophy Race Guidelines, among others;
WHEREAS, the Commission finds it necessary and desirable to revise and amend the Trophy Race Guidelines.
NOW THEREFORE, be it RESOLVED, as it is hereby RESOLVED, that the following guidelines be adopted for compliance by the racing clubs with regard to the holding of trophy races with an awarding ceremony wherein any token of recognition or monetary award is given out in addition to the prize of the day:
REVISED TROPHY RACE GUIDELINES
SECTION 1. Definition. — A "trophy race" is defined as a race that has an awarding ceremony wherein a trophy, cup, plaque, plate or any token of recognition, including a monetary award in addition to the prize of the day, is given out.
SECTION 2. Requirement. — A race shall be considered a Trophy Race if there is a guaranteed prize of not less than One Hundred Fifty Thousand Pesos (P150,000.00) OR an additional prize of Thirty Thousand Pesos (P30,000.00) to the winner of the race. SECTION 3. Awarding Ceremony. — A ceremony for awarding the trophy, cup, plaque, plate or any token of recognition or monetary consideration in the amount stated under Section 2 or at least its equivalent in goods may be held immediately after the announcement of the official results of the race, without prejudice to the awarding of any other additional prize or token.
SECTION 4. Line-Up. —
4.1. If the line-up of the trophy race will come from the latest master list of Special Races, Group Races and Condition Races, it shall have a bearing on the grouping or the horses participating;
4.2. If the sponsors want to handicap their own trophy races, an official written request shall be made to the PHILRACOM at least seven (7) working days prior to the trophy race/s. The trophy race shall then be a "no bearing race," if permitted by PHILRACOM. aScITE
SECTION 5. Proper Attire. — The host racing club shall not allow anyone to accept or present the award unless he is clad in proper attire. The use by the award recipient or presenter of sleeveless shirts, short pants, open toed sandals and/or slippers shall not be tolerated. If the award recipient or representative, or the presenter is not properly attired, the Racing Manager of the racing club concerned shall accept or present the award, token, etc. for and on behalf of the awardee or presenter.
SECTION 6. Penalty. — Violation of any of the foregoing guidelines shall subject the Racing Club liable to pay a penalty in accordance with the following schedule:

SECTION 7. Other Races. — In case the additional prize or token be less than the amount stated under Section 2, it shall only be printed in the racing program and/or announced by the panel to give due recognition to the sponsor of the additional prize, but no awarding ceremony shall be held. The prize may be handed to the winner in the panel's booth or some other venue.
RESOLVED FURTHER that the guidelines shall take effect seven (7) days from date of publication.
RESOLVED FINALLY that all orders, resolutions and rules that are contrary hereto or inconsistent herewith are deemed repealed or modified accordingly.
