PHILRACOM RESOLUTION NO. 35-17
Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (PHILRACOM) held on 19 July 2017 at 4th Floor Electra House Bldg., Esteban St., Makati City.
WHEREAS, it is the mandate of the Commission to implement the declared policy under Presidential Decree No. 420 to promote and direct the accelerated development and continued growth of horse racing not only in pursuance of the sports development program but also in order to insure the full exploitation of the sport as a source of revenue and employment;
WHEREAS, the Commission has the exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes and the security of horse racing;
WHEREAS, the Commission is also empowered under the said decree to prescribe additional rules and regulations not otherwise inconsistent therewith;
WHEREAS, the Races Committee proposed to amend the rule in the classification of horses in order to place horses in their right group and create a more balanced Condition Race Group;
WHEREAS, due to the complex nature and evolving process of Horse Handicapping and after consultation with the stakeholders, the Commission finds it necessary and desirable to amend the 2017 Condition Races Guidelines.
NOW THEREFORE, be it RESOLVED, as it is hereby RESOLVED, to amend the 2017 Condition Races Guidelines to wit;

GUIDELINES FOR THE 3YO AND ABOVE CONDITION RACES.

C. Rules for the New 3YO (August 1 Exit) and above horse and requirements for reclassification.
1) New 3YO and above shall be given a Condition Race Category after Winning or Placing 2nd or 3rd in their respective Group Race or after three (3) unplaced run in their Group Race without any penalties imposed by the Board of Stewards.
2) Horses coming from four (4) months' vacation can retain their old condition race category or qualified for reclassification after winning or placing 2nd, 3rd, or three (3) unplaced run in any race without any penalties imposed by the board of stewards. The Horse owner or trainer has the responsibility to inform the Condition Races Committee or thru Club Handicappers of his intention to abandon the old Condition Race Group and must submit a written request for reclassification of his horse upon meeting the above criteria.
3) The Initial Handicap weight for all Condition Races Category shall be 53 kilos.
a) Horses winning in any Condition races shall carry a handicap weight of 54 kilos on the next higher category.
• Will retain a handicap weight of 54 kilos if placed 2nd or 3rd. Going down will be loss at 52 kilos.
• No Additional weight for the horse if it is already at 54 kilos even if it placed 2nd or 3rd in a condition race.
b) Horses placing 2nd and 3rd shall retain a handicap weight of 53 kilos on their next Condition race.
4) The initial Condition Race group of horses can be adjusted to either higher or lower group based on three (3) runs of the horse in Condition races after the initial grouping.
5) Horses not running in Condition-Races for a period of four (4) months or more but running in other races may request for reclassification in Condition Race grouping and reclassification shall be based on the horse performance for the last four (4) months. The Horse owner or trainer has the responsibility to inform the Condition Races Committee or thru Club Handicappers of his intention to abandon the old Condition Race Group. The Horse owner or trainer must submit a written request for reclassification of his horse.
Only one (1) reclassification shall be allowed within one calendar year and a maximum adjustment of three (3) Condition Race group.

I. A. Merging shall be allowed on three (3) consecutive Condition Category from numbers 1-6 only.
1. Additional 4 kilos to highest group.
2. Additional 2 kilos to the next group.
3. Lowest group shall retain its handicap weight.
B. Merging shall be allowed on two consecutive Condition Category from numbers 1-13 only.
1. Additional 2 kilos to the higher group.
