PHILRACOM RESOLUTION NO. 52-17
Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (PHILRACOM) held on 06 December 2017 at 4th Floor Electra House Bldg., Esteban St., Makati City.
WHEREAS, it is the mandate of the Commission to implement the declared policy under Presidential Decree No. 420 to promote and direct the accelerated development and continued growth of house racing not only in pursuance of the sports development program but also in order to insure the full exploitation of the sport as a source of revenue and employment;
WHEREAS, under PD No. 420 the Commission has the exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduled of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing;
WHEREAS, the Commission is also given by said Decree the specific power, among others, to prescribe additional rules and regulations not otherwise inconsistent with it;
WHEREAS, the Commission approved Resolution No. 42-17, series of 2017, adopting the Rating Handicapping System Race Guidelines drafted under the guidance of Mr. Ciarann Kennely and revised based on the recommendation of Mr. Michael D. Wanklin.
WHEREAS, due to the complex nature and evolving process of Horse Handicapping, it is necessary to amend and/or revise the Rating Based Handicapping System Race Guidelines from time to time;
WHEREAS, the Races Committee proposed to amend the Rating Based Handicapping System Guidelines to increase the exit rating points of placers and non-placers in order to prevent horses from being placed in a very low rating group.
NOW THEREFORE, be it RESOLVED as it is hereby RESOLVED to amend the Rating Based Handicapping System Race Guidelines to wit:

d) 4th to last a deduction of 1 kilo.

GUIDELINES IN ADAPTATION OF INTERNATIONALLY USED RATING BASED HANDICAPPING SYSTEM FOR PHILIPPINE HORSE RACING INDUSTRY

INTRODUCTION TO RATING BASED HANDICAPPING SYSTEM (RBHS)
OVERVIEW
RATING BASED HANDICAPPING system is a flexible numeric based domestic eating system allowing horses to move up and down the rating brands, which enables horses to remain competitive for longer periods, and allows out of form horses to move down the rating bands. (NEW ZEALAND THOROUGHBRED RACING).
RATING BASED HANDICAPPING system is used in most leading horse racing nations included in PART I, PART II and PART III of the International Cataloguing Standards Book.
OBJECTIVES
• To provide competitive and exciting racing with the aim to increase the number of horses participating in a race and increase sales and revenue for the racing clubs and the government.
• To equalize the field and give every horse a chance to win.
• It will be advantageous to Horse owners and trainers in helping them assess the anticipated handicap of the horse relative to other horses across the other classes.
• It will make the handicapping process transparent to the public.
• Racehorses in the Philippines will be eligible to participate in a race abroad.
BASIC PRINCIPLES IN MERIT HANDICAPPING
A Handicap race in horseracing is a race in which horses carry different weights, allocated by the handcapper. A better horse will carry a heavier weight, to give him or her a disadvantage when racing against slower horses. The handcapper's goal in assigning handicap weights is to enable all the horses to finish together. (WIKIPEDIA)
Merit Handcapping involves rating adjustment based on FACTS as well as HANDCAPPER'S JUDGMENTS.
QUANTIFIABLE FACTORS THAT CAN BE MEASURE DURING A RACE. (FACTS)
• Actual weight differences between the horses carries.
• Drag effect of weight over different distances.
• Actual margins between horses at the end of the race.
NON-QUANTIFIABLE FACTORS (JUDGMENTS)
• Quality of opposition.
• Pace of the race.
• Effects of racing wide.
• Hindered during running.

BASIC GUIDELINES FOR RATING BASED HANDICAPPING SYSTEM
Handcapper's role is to ensure that allocation of rating of each horse will be competitive and with the purpose of equalizing their chances of winning.
WINNERS:
An adjustment of not less than five (5) rating points and a maximum of ten (10) rating points and shall be based on the margin and manner of victory, quality of opposition.
For Class 1, minimum rule does not apply.
FOR SECOND (2nd) AND THIRD (3rd) PLACERS:
A minimum adjustment of two (2) rating points for placers.
Note: If the second (2nd) or third (3rd) or fourth (4th) placers horses is considered as Line Horses. There shall be no increase in rating points. TIADCc
Line Horses — Horses that run at par with the group and usually places 2nd, 3rd or 4th in a race.
FOR NON-PLACERS:
For uncompetitive effort,
For rating 81 and above, a maximum decrease of five (5) rating points.
For rating 80 and below, a maximum decrease of three (3) rating points.
The horse may still deemed competitive if it has a previous winning performance. No reduction in rating shall be given.
NO REDUCTION in rating if a horse is found to be:
• Lame
• Suffers bleeding attack
• Injured during the race, falls
• Runs off
• Falls to finish or
• Loses its rider
NO REDUCTION in rating if a horse participating in Rating Based Handicapping System Races, if the Board of Stewards imposed a penalty or warning for committing the following acts:
• Restraining his mount;
• Lack of interest;
• disappointing run.
NO REDUCTION in rating if the jockey carries a weight more than 1.5 kilos of his assigned Handicap weight.
ELIGIBILITY FOR REASSESSMENT
For a horse coming from a six (6) months' vacation, to be eligible for re-assessment of rating, a horse must have run and finished in three races or either won its first to 2nd run, providing it did not have penalties imposed by the Board of Stewards. A maximum of five (5) rating points reduction.
Stakes Races and Condition Races shall affect the ratings of the horses included in the line-up.
PUBLICATION OF RATINGS
Adjusted ratings shall be released a day after the race.

ALLOWANCE FOR APPRENTICE JOCKEYS SHALL BE ALLOWED.
NOTE:
1 point is equivalent to .5 kilograms except PHILRACOM Rating Based Stakes Races.
Maximum 16 points rating band = 8 kilograms spread EXCEPT PHILRACOM Rating based Stakes Races.
Horses in different classes can compete against each other as long as it is within the 16 points rating band.
