PHILRACOM RESOLUTION NO. 67-15
WHEREAS, the Commission has exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes and the security of racing;
WHEREAS, it has been observed that in several instances horses are being withdrawn from the race due to medical conditions on the mere report of the trainer;
WHEREAS, to show that the horse is really suffering from any medical condition, there is a need for the trainer to secure a veterinary certificate;
WHEREAS, the Commission continues to find ways and means to improve the conduct of races and to protect the betting public and therefore there is a need to amend further PR 71 of the RULES AND REGULATIONS ON HORSE RACING;
NOW THEREFORE, RESOLVED, as it is hereby RESOLVED that PR 71 (as amended by Board Resolution Nos. 49-12 and 59-12 Series of 2012) be further amended to read as follows: DETACa
A. Any horse withdrawn from any race due to any medical condition shall require a Veterinary Certificate to be submitted before the race or at the time of the withdrawal.
B. Any horse withdrawn from any race with a veterinary certificate shall be suspended for a period to be determined by the club veterinarian/PHILRACOM veterinarian/accredited veterinarian, Provided that the period of suspension shall not less than seven (7) days and that the horse concerned shall be required to undergo one (1) barrier trial before it is allowed to race again.
C. Any horse withdrawn from any race without a timely veterinary certificate shall be given a minimum suspension of one (1) month and shall be required to undergo one (1) barrier trial as a requirement for declaration.
D. Bets on withdrawn horses shall be subject to the existing rules on betting by the Games and Amusements Board.
E. All provisions of prior Board Resolutions that are contrary hereto or inconsistent herewith are deemed repealed or modified accordingly.
This resolution shall be EFFECTIVE IMMEDIATELY.
