PHILRACOM RESOLUTION NO. 42-16
WHEREAS, Presidential Decree No. 420 gives the Commission exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing;
WHEREAS, the same decree gives the Commission the power to prescribe additional rules and regulations not otherwise inconsistent therewith and to impose fines, penalties and forfeitures to erring parties under the rules and regulations of the Commission, which fines, penalties and forfeitures shall accrue to the funds of the Commission;
WHEREAS, it is the declared policy of PD 420 and mandate of the Commission to promote and direct the accelerated development and continued growth of horse racing not only in pursuance of the sports development program but also in order to insure the full exploitation of the sport as a source of revenue and employment;
WHEREAS, on May 27, 2015 the Board adopted Resolution No. 26-15 authorizing Monday races and racing for other days with certain conditions.
WHEREAS, on April 27, 2016, the Board passed Resolution No. 34-16, effectively cancelling all Monday races for the month of May in anticipation of the decrease in the population of running horses and the consequent decrease in sales and revenues during the month of May;
WHEREAS, with the end of the dry season, Monday races may now be resumed, starting in the month of June;
NOW THEREFORE, be it RESOLVED, as it is hereby RESOLVED that Monday racing be resumed on June 6, 2016 and shall have seven (7) races, unless a minimum guaranteed prize of P125,000.00 to the winner only is guaranteed by the racing club in which case a maximum of eight (8) races shall be allowed. Race No. 1 should start at 6:30P.M.; and prizes are computed on stand-alone basis.
RESOLVED FURTHER, that the number of races and schedules for the rest of the week shall be as follows:
Tuesdays, Wednesdays, Thursdays — maximum of 8 races, Race no. 1 should start at 6:30 P.M. aDSIHc
Fridays — maximum of 9 races, Race no. 1 should start at 6:00 P.M.
Saturdays — maximum of 10 races, Race No. 1 should start at 2:30 P.M.
Sundays — maximum of 12 races, Race No. 1 should start at 2:00 P.M
Saturday and Sunday races limit include PCSO, PHILRACOM, and other sponsored races unless additional race/s is/are authorized in writing by the Board.
RESOLVED FURTHER, any prior resolution inconsistent herewith is hereby amended, modified or revoked accordingly.
