GPPB RESOLUTION NO. 13-06
APPROVING AND ADOPTING THE GENERIC PROCUREMENT MANUALS AS HARMONIZED WITH THE ADB, JBIC AND WORLD BANK PROCUREMENT RULES
WHEREAS, Section 6 of Republic Act No. 9184 (R.A. 9184) provides that to systematize the procurement process, avoid confusion and ensure transparency, the Government Procurement Policy Board (GPPB) shall pursue the development of generic procurement manuals and standard bidding forms for mandatory use by all government agencies;
WHEREAS, pursuant to Section 63 (c) of the Implementing Rules and Regulations Part A (IRR-A) of R.A. 9184, the GPPB is mandated to prepare generic procurement manuals and standard bidding forms for procurement;
WHEREAS, there is a need to validate the utility and applicability of the generic procurement manuals and forms in locally-funded Philippine public bidding activities and in the multi-disciplined procurement operations of an agency;
WHEREAS, during the 3rd GPPB meeting held last April 1, 2005, the GPPB has selected nine (9) pilot line agencies to undertake the Pilot-Testing of the Generic Procurement Manuals (GPM) as a preparatory step for its issuance for mandatory use by all government agencies;
WHEREAS, upon submission by the nine (9) consultants of comments and inputs on the GPM, the GPPB Inter-Agency Technical Working Group (IATWG) conducted a three (3) day workshop on May 3-5, 2006 at Tanza, Cavite to review in detail the provisions of the revised draft of the GPM;
WHEREAS, the harmonized procurement rules of the Asian Development Bank (ADB), Japan Bank for International Cooperation (JBIC) and the World Bank has been incorporated in the GPM, thus, the approved GPM is applicable to both locally-funded projects and foreign-assisted projects;
WHEREAS, the revised draft of the GPM with inputs from the workshops has been circulated electronically to all the members of the GPPB-IATWG for their final review and comments until June 09, 2006, and there having been no comment submitted to the GPPB-TSO on such date, the revised GPM was presented before the GPPB for approval’
WHEREAS, in preparation for the mandatory use of the GPM by all government agencies, the authorized State Universities and Colleges (SUCs) and Composite Team Members (CTMs) Trainors of the GPPB shall roll-out trainings on the GPM in their respective regions starting July 2006;
NOW, THEREFORE, for and in consideration of all the foregoing, WE, the Members of the GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested on US by law, hereby RESOLVE to confirm, adopt and approve, as WE hereby confirm, adopt and approve the Generic Procurement Manuals for adoption and official use of all branches, agencies, departments, bureaus, offices and instrumentalities of the Government, including Government-Owned and/or Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), State Universities and Colleges (SUCs), and Local Government Units (LGUs), as a reference guide in the conduct of its actual procurement operations effective January 2007. cTSDAH
This resolution shall take effect immediately.
