DBM Circular Letter No. 09-17, issued on May 16, 2017, clarifies the guidelines for procuring consulting services in the Philippines, in accordance with Republic Act No. 9184 and its 2016 Revised Implementing Rules and Regulations. All government agencies, including local government units and state universities, must follow the established procedures and guidelines for engaging individual consultants or consultancy firms, as outlined in the Generic Procurement Manuals. It emphasizes a structured approach to determine the "Approved Budget for the Contract" and consultancy costs.
