GPPB RESOLUTION NO. 02-07

APPROVING THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT PROCUREMENT MANUALS

WHEREAS, Section 6 of Republic Act No. 9184 (R.A. 9184) provides that to systematize the procurement process, avoid confusion and ensure transparency, the Government Procurement Policy Board (GPPB) shall pursue the development of generic procurement manuals and standard bidding forms for mandatory use by all government agencies; STcaDI

WHEREAS, during the 3rd GPPB meeting held last April 1, 2005, the Department of Interior and Local Government (DILG) was selected as one of the nine (9) pilot agencies that will undertake the Pilot-testing and Customization of the Generic Procurement Manuals;

WHEREAS, the GPPB Inter-Agency Technical Working Group (IATWG) in its meeting held last November 30, 2005, reviewed the final draft of the DILG Procurement Manuals as presented by Ms. Alice Tiongson, the consultant assigned to the DILG;

WHEREAS, the GPPB, in its 5th meeting held last December 6, 2007, delegated the approval of the customized procurement manuals of the remaining pilot agencies to the IATWG to facilitate the approval and use of the customized procurement manuals;

WHEREAS, in its 2nd meeting held last February 09, 2007, the IATWG reviewed and endorsed for approval the customized procurement manuals of DILG despite the non-inclusion of the Philippine National Police (PNP) as well as the procurement of food for jail inmates by the Bureau of Jail Management and Penology.

NOW, THEREFORE, for and in consideration of the foregoing, WE, the Members of the GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested on US by law, hereby RESOLVE to confirm, adopt and approve, as WE hereby confirm, adopt and approve the Department of Interior and Local Government Procurement Manuals for adoption and official use by the DILG subject to the following conditions: CHTAIc

a) The DILG shall submit the portion pertaining to procurement of food for jail inmates by the Bureau of Jail Management and Penology within six (6) months from the date of approval or on or before 23 August 2007; and

b) It commits to encourage and assist the Philippine National Police in the preparation of its customized procurement manuals in accordance with the provisions of R.A. 9184 and its Implementing Rules and Regulations (IRR-A).

This resolution shall take effect immediately.
