On August 31, 2007, the Government Procurement Policy Board (GPPB) approved the Customized Procurement Manuals for the Metropolitan Waterworks and Sewerage System (MWSS) to enhance the procurement process in line with Republic Act No. 9184. The GPPB had previously established Generic Procurement Manuals for all government entities and encouraged customization to fit specific organizational needs. Following a thorough review and incorporation of feedback from the GPPB Inter-Agency Technical Working Group, the MWSS manuals were endorsed for official use. MWSS is tasked with disseminating these manuals to its regional offices, while the GPPB Technical Support Office will monitor compliance. This resolution took effect immediately.

GPPB RESOLUTION NO. 17-07
APPROVING THE CUSTOMIZED PROCUREMENT MANUALS OF THE METROPOLITAN WATERWORKS AND SEWERAGE SYSTEM
WHEREAS, Section 6 of Republic Act No. 9184 (R.A. 9184) provides that to systematize the procurement process, avoid confusion and ensure transparency, the Government Procurement Policy Board (GPPB) shall pursue the development of generic procurement manuals and standard bidding forms for mandatory use by all government agencies; SDATEc
WHEREAS, the GPPB, in its meeting held last 14 June 2006, approved and adopted the Generic Procurement Manuals (GPM) for use by all procuring entities effective January 2007;
WHEREAS, all government agencies are encouraged to customize the provisions of the GPM to better suit their organizational structure and procurement activities, subject to approval by the GPPB;
WHEREAS, the GPPB Inter-Agency Technical Working Group (IATWG), in its 6th Regular Meeting held last 15 June 2007, reviewed the draft MWSS Customized Procurement Manuals, as presented by Ms. Alice Tiongson, the consultant assigned to MWSS;
WHEREAS, the IATWG, in the same meeting, resolved to defer its recommendation on the manuals until their comments and proposed amendments have been incorporated;
WHEREAS, the 2nd draft of the MWSS Customized Procurement Manuals, which incorporates the comments and proposed amendments of the IAWTG, were routed to its members for further review and comments;
WHEREAS, the IATWG, in its 7th Regular Meeting held last 27 July 2007, reviewed and endorsed for approval the MWSS Customized Procurement Manuals;
NOW, THEREFORE, for and in consideration of the foregoing, WE, the Members of the GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested on US by law, hereby RESOLVE to approve, as WE hereby approve the Customized Procurement Manuals of the Metropolitan Waterworks and Sewerage System for its adoption and official use.
MWSS is hereby directed to disseminate the provisions of the aforementioned manuals to its regional offices. The GPPB Technical Support Office is likewise directed to monitor compliance by MWSS through regular conduct of Agency Procurement Performance Indicators test.
This resolution shall take effect immediately.
