GPPB RESOLUTION NO. 25-07
APPROVAL OF THE CUSTOMIZED PROCUREMENT MANUALS OF THE DEPARTMENT OF HEALTH
WHEREAS, Section 6 of Republic Act No. 9184 (R.A. 9184) provides that to systematize the procurement process, avoid confusion and ensure transparency, the Government Procurement Policy Board (GPPB) shall pursue the development of generic procurement manuals and standard bidding forms for mandatory use by all government agencies;
WHEREAS, the GPPB, in its meeting held last 14 June 2006, approved and adopted the Generic Procurement Manual (GPM) for use by all agencies effective January 2007;
WHEREAS, the Department of Health (DOH) was selected as one of the nine (9) pilot agencies that will undertake the Pilot-testing and Customization of the Generic Procurement Manuals;
WHEREAS, Mr. Orlando Cablayan, the World Bank consultant assigned to DOH, prepared and submitted the Customized Agency Manuals (CAM) of DOH to the GPPB Technical Support Office (GPPB-TSO) last 14 November 2005;
WHEREAS, the DOH, revised its CAM and submitted the same to the GPPB-TSO last June 2007;
WHEREAS, the GPPB Inter-Agency Technical Working Group (IATWG), during its 10th regular meeting held last 17 October 2007, reviewed the final draft of the CPM of DOH, as presented by Dir. Crispinita Valdez;
WHEREAS, in the same meeting, the members of the IATWG unanimously resolved to recommend the approval of the DOH CAM, subject to the following revisions:
a) Incorporate the latest amendments to the provisions of the IRR-A of R.A. 9184;
b) Clarify the role of the procurement service unit in the monitoring function of the Central Office Bids and Awards Committee in Section 2.1.2.6 of Volume 1.
c) Confirm whether the Essential Drugs Price Monitoring Systems discussed in Section 2.2.3.3.1 of Volume 2 captures the "prevailing market price", and if it does, to incorporate a statement to this effect.
d) Qualify all the provisions/sections prohibiting posting of surety bonds with a statement that it shall be temporary or pending issuance by GPPB of guidelines on criteria for surety bonds.
e) Incorporate a provision/section in Volume 1, 2, 3 and 4 mandating supplier's registration in the Philippine Government Electronics Procurement System (Phil-GEPS). aAEIHC
f) Clarify the purpose of requiring proof of purchase of payment of service engineers/technicians stated in Section 4.5.4.1.1 of Volume 2.
WHEREAS, the GPPB-TSO received the revised draft of the DOH CAM last 23 October 2007;
NOW, THEREFORE, for and in consideration of the foregoing, WE, the Members of the GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested on US by law, hereby RESOLVE to approve, as WE hereby approve the Customized Agency Manuals of the Department of Health for its adoption and official use.
This resolution shall effect immediately.
