GCG MEMORANDUM ORDER NO. 2018-01
CREATION OF TWO (2) PROCUREMENT MANAGEMENT POSITIONS UNDER THE ADMINISTRATION DEPARTMENT OF THE METROPOLITAN WATERWORKS AND SEWERAGE SYSTEM — REGULATORY OFFICE
WHEREAS, the MWSS-RO requested for the creation of a Procurement Management Division in accordance with the DBM National Budget Circular No. 2015-558 dated 4 June 2015;
WHEREAS, the Governance Commission for GOCCs (GCG) pursuant to Republic Act (R.A.) No. 10149 is mandated to "evaluate the performance and determine the relevance of the GOCC, to ascertain whether such GOCC should be reorganized, merged, streamlined, abolished or privatized, . . . [and] implement the reorganization, merger or streamlining unless otherwise directed by the President;
WHEREAS, the GCG has determined that it is in the best interest to approve the creation of two (2) plantilla positions under the Administration Department that will carry out Procurement Management functions in the pursuit of MWSS-RO's vital programs and objectives; DaIAcC

RESOLVED, that the creation of following positions carrying out Procurement Management functions is hereby APPROVED:

RESOLVED FURTHER, that the creation of the foregoing positions is SUBJECT TO THE FOLLOWING CONDITIONS:
1. Funds for the purpose shall be taken fully from the corporate funds of the MWSS-RO, included in its Corporate Operating Budget as approved by its Board of Trustees, and no budgetary support will be provided by the National Government for personal services; and
2. The pertinent budgetary, accounting, auditing, civil service and other applicable laws, rules and regulations shall be complied with.
