DA MEMORANDUM ORDER NO. 24-17

The Rice Model Farms cum Hybrid Technology Demonstrations aims to showcase the relative yield advantage of using hybrid rice seeds as compared to inbred certified, good seeds and farmers home saved. Provision of high quality hybrid rice seeds with fertilizers including the recommended management practices shall be the main inputs to this model farm. This supplemental implementing guidelines covers implementation starting CY 2017 Wet Season and shall be continued in the succeeding cropping season.
The Regional Supplemental Guidelines are as follows:
1. The National Rice Program shall allocate funds for the procurement of agricultural inputs and services needed for the establishment of "Rice Model Farms cum Hybrid Techno-Demo" to participating Farmer Associations (FAs), Farmer Organizations (FOs), Farmer Cooperatives (FC) or individual farmers with at least five (5) hectares clustered areas per model farm. 2. The Department of Agriculture-Negros Island Region and Regional Field Office No. 6 (DA RFO 6) in coordination with the Provincial and Municipal Local Government Units (P/M-LGUs) and Local Farmer Technicians (LFTs) shall identify suitable rice areas for the establishment of the model farm and PLGU shall endorse the identified FAs/FOs/FCs or individual farmer to DA-NIR for joint evaluation by DA RFO 6 and DA-NIR.
3. The model farm will be managed by the farmer cooperators with the supervision of the assigned Agricultural Extension Worker (AEW) and LFTs. The model farm should be insured with the Philippine Crop Insurance Corporation (PCIC).
4. A total area of seventy (70) hectares will be established provincewide in irrigated rice farms in Cities/Municipalities of Negros Occidental. Selected rainfed areas with adequate supply of water can also be included.
5. The clustered farms shall be geotagged, farm parcel mapped using GPS and farmer recipient shall be registered in a field registry and shall be given an ID.
6. Baseline data shall be collected, as the same season the model farm will be established. These data shall include the production, yield, area and production cost.
7. Hybrid seeds best adopted and preferred by the farmers and other new hybrid varieties will be used in the model farm.
8. The Rice Crop Manager (RCM) shall be used to generate specific crop management recommendations to the model farm. Fertilizers recommended by the RCM shall be provided to the recipients by the concerned LGUs thru their AEWs and LFTs.
9. Farmer recipients must attend briefing/s on Hybrid Rice Production Technology and the protocol of the project.
10. The qualified farmer associations/farmer cooperators, Provincial Local Government Units, and Municipal Local Government Units shall sign a Memorandum of Agreement with the Department of Agriculture Regional Field Office No. 6 and Negros Island Region (NIR) for the smooth implementation of the program. The Regional Supplemental Guidelines shall take effect immediately upon signing thereof.
