General Guidelines on the Rice Program Model Farm

DA MEMORANDUM ORDER NO. 02-17

The Rice Model Farm aims to showcase the relative yield advantage of using hybrid rice seeds as compared to inbred certified, good seeds and farmer's home saved. Provision of high quality rice hybrid seeds with fertilizers including the recommended management practices shall be the main inputs to this model farm. This general implementing guideline covers implementation starting Wet Season of Crop Year 2017 and shall be continuously pursued in the succeeding crop seasons.
I. General Guidelines
1. Implementation shall be focused to fully irrigated rice farms. However, selected rain-fed areas with adequate water can also be included.
2. Program areas shall be composed of at least ten (10) hectares farm clusters that will total to a minimum of 100 ha at the regional level.
3. Farmer Associations, Farmer Organizations, Farmer Cooperatives, or individual rice farmers shall be recipients of the program. These clustered farms shall be geo-tagged, farm parcel mapped using GPS and farmer recipient shall be registered in a field registry and shall be given an ID. ITAaHc
4. Baseline data shall be collected, as the same season the model farm will be established. These data shall include the production, yield, area, and production cost.
5. Hybrid seeds best adopted and preferred by the farmers shall be given to the recipients. These shall be in bags of 15 to 18 kilograms (kg) per hectare. Packaging of smaller bags of 3 kg, 5 kg, and 6 kg can be also made available.
6. The Rice Crop manager (RCM) shall be used to generate specific crop management recommendations to the model farm.
7. Fertilizers recommended by the Rice Crop Manager (RCM) shall be provided to the recipients. Soil ameliorants can also be given as input to the model farm. The DA-Regional Field Offices (RFOs) shall procure the inputs.
8. Farmer recipients are required to attend briefing/s on hybrid rice production to qualify.
II. Supplemental Guidelines
1. All DA RFOs and DAF-ARMM are hereby authorized to formulate detailed supplementary guidelines to address peculiar situations per region. These supplemental guidelines shall be subject to approval of the National Rice Program Coordinator or in his absence, the National Deputy Rice Program Coordinator.
This memorandum order shall take effect upon signed and will remain valid until revoked in writing.
