DA MEMORANDUM ORDER NO. 17-17

This Memorandum Order details the regional supplemental guidelines for the implementation of Rice Program Model Farms for CY 2017 under the Regional Rice Program of DA-RFO 5. The main objective of the project is to showcase the relative yield advantage of using hybrid seeds as compared to inbred seeds. The project involves provision of high quality hybrid rice seeds with fertilizers and recommended management practices. This supplemental guideline will cover implementation starting Wet Season of 2017 and shall be continuously pursued in the succeeding seasons. aDSIHc
The Regional Supplemental Guidelines are as follows:
1. The project will cover fully irrigated rice areas only, to ensure favorable hybrid rice growing environment and attainment of the potential yield.
2. The qualified recipients shall be members of Farmers Associations/Irrigators Associations/Farmers Cooperatives (FAs/IAs/FCs) who participated in the rollout of the Rice Productivity Enhancement (RIPE) Program for Dry Season 2016-2017.
3. The farmer-recipients will be required to show proof that they have deposited in their bank of choice, the corresponding amount of the inputs received during the rollout of the RIPE Program. Failure to show proof will mean disqualification from the project.
4. Farmer-recipients are required to attend technical briefings and orientations to equip the farmers with technical knowledge on hybrid production.
5. Farmer-recipients are also required to cooperate fully to all the activities in the Rice Crop Manager to ensure the success of the project.
6. Qualified farmer-recipients will be provided 1 bag of hybrid seeds (15 kilograms per bag) and maximum of 8 bags fertilizer depending upon the RCM recommendation. In cases when the fertilizer recommendation is higher than 8 bags, the recipient will shoulder the additional fertilizer required.
7. In order to ensure the sustainability of the project, after the harvest for the season, farmer-recipients will be required to deposit the corresponding amount of the inputs received to the bank of their choice.
8. After the harvest for the season, FAs/IAs/FCs will be tapped to monitor the hybrid rice adoption of the farmer-beneficiaries. Additional incentive in the form of farm production and postharvest machineries and/or facilities will be given to the FAs/IAs/FCs that will continue to adopt hybrid rice production for four (4 consecutive planting seasons and increase their average yield.
9. Proper coordination with FAs/IAs/FCs Local Government Units and Attached Agencies involved must be ensured for the smooth implementation of the program.
The Regional Supplemental Guidelines shall take effect immediately upon signing thereof.
