SECTION 1. Background. —
The Department of Science and Technology through the Technology Application and Promotion Institute (TAPI) which was tasked to implement Republic Act No. 7459 otherwise known as "Inventors and Invention Incentives Act of the Philippines" has been providing assistance to inventors since the promulgation of the Act in 1992. TAPI has various programs of assistance that provide encouragement and support both technical and financial to invention-related activities of the Filipino inventors.
Likewise, in support to Presidential Proclamation Nos. 355 dated January 6, 1989 and 285 dated October 22, 1993, the Department thru TAPI conducts the invention contest to give recognition of the indispensability of the Filipino inventors. The invention contest is meant to give recognition to the hard work and efforts of the inventors and researchers including the students. The contest gives encouragement to inventors to use their inventive capability by competing for cash rewards and recognition both locally and internationally.
SECTION 2. Program Description. —
As mandated by RA 7459, the invention contest is a competition open for both public and private inventors and researchers. There are six (6) categories where talented, inventive and creative Filipinos can compete: The Outstanding Invention or Tuklas Award, the Outstanding Utility Model, the Outstanding Industrial Design, the Outstanding Creative Research or Likha Award and the Outstanding Student Creative Research or Sibol Award for high school and college students. The regional winners will be competing in a higher level during the National Invention Contest and Exhibits (NICE).
Since the enactment of RA 7459 on April 28, 1992, the invention contest was held of which the pre-screening and selection of finalist is done on the national level at the pre-contest phase and the selection of winners is done during the contest proper. TAPI's experience showed that the active promotion of the contest nationwide was not enough to encourage more participants from the region. Due to proximity and cost of participation in the invention contest, some inventors and researchers in the region called for the holding of the qualifying round or screening phase at places near them. In response, TAPI in cooperation with the DOST Regional Offices conducted the Regional Cluster Invention Contest in 2009 and 2010. In those years, five (5) regional cluster invention contests were conducted of which positive results were noted. However, to further improve the selection process and increase regional participation of the inventors and researchers, the selection process was held at the regional level in 2011 and 2013. In view of this, TAPI request assistance of the DOST Regional Offices for the conduct of the Regional Invention Contests and Exhibits on their respective regions. In this endeavor, Filipino inventors and researchers were recognized for their inventiveness. This biennial regional invention contest provides a venue to sustain the generation of economically viable technologies and inventions and hasten the commercialization of inventor generated technologies. Also, RICE serves as venue to promote various opportunities offered by TAPI thru its programs of assistance to inventors such as IPR, Testing, pilot and prototype assistance programs.
SECTION 3. Program Objectives. —
The regional invention contest aims to:
3.1 Encourage more participation in the invention contests by bringing the venue for qualifying rounds, pre-screening phase nearer to the inventors'/researchers' place;
3.2 Provide an intense selection process to ensure worthy regional winners cum national qualifiers in the National Invention Contest;
3.3 Enhance creative and inventive efforts in the regions by providing a venue for showcasing products of creativity/inventiveness/ingenuity nearer to the inventors'/researchers' places; and
3.4 Build sound social atmosphere of advocating inventions and researches; and establishing harmonious society that support the mass activities of invention commercialization.
SECTION 4. Definition of Terms. —
4.1 Tuklas Award — Tuklas is a Filipino word for discovery and reflects the innovativeness and intrinsic capability of the awardee to develop something useful from otherwise commonplace knowledge/resources. The award is therefore, given to the most outstanding invention with demonstrable qualities and potential for widespread commercialization/dissemination.
4.2 Outstanding Utility Model — award given to outstanding new model of implement or tools or of any industrial product which does not possess the quality of an invention, but which is of practical utility by reason of its form, configuration, construction or composition.
4.3 Outstanding Industrial Design — award given to outstanding new, original and ornamental design for an article of manufacture.
4.4 Likha Award — Likha signifies creativity, it reflects the potential of an R&D activity developed into a relevant, commercially viable technology which may generate impact and benefits to adoptors.
4.5 Sibol Award — Sibol means a young shoot, a growth reflecting youthfulness and hope for something fruitful and useful. This award is given to the most outstanding invention/creative research for both high school and college student. This is in recognition of the need and potential to tap the young minds to contribute significantly to S&T development and inventiveness in the country.
SECTION 5. Strategies of Implementation. —
The regional invention contest will be implemented thru the support of the DOST Regional Office as the lead implementing agency. The RICE may be conducted in conjunction with the Regional Science and Technology Fair or any significant Science and Technology-related activity in the region. The inventors' organizations and/or industry associations in each region may be tapped to assist in the implementation of the activity.
The DOST Regional Office shall organize the Board of Judges (BOJ). The judges may either be from the academe, government and private business organizations in the region.
Criteria:
5.1. Distinguished experts in their fields;
5.2. Able to deal with confidential information;
5.3. Must be available to attend Judges meeting and conduct interview of contestants;
5.4. At least one member has knowledge on Intellectual Property; and
5.5. If from academe, the school must have no entry in the contest.
The BOJ shall conduct evaluation and assessment of the participating entries following the RICE rules and criteria. They will select three (3) regional winners for the six categories of the Invention Contest. In case of tie, the Board of Judges is required to break the tie through voting or toss coin and declare only 3 winners in each category.
The first prize regional winner on each category shall be automatically the national qualifier cum Finalists for the National Invention Contest to be held on July 2018 as a component of the Annual Science and Technology Fair during the National Science and Technology Week.
SECTION 6. Terms of Reference. —
TAPI's Responsibilities
6.1 Provides informational materials including background information, contest rules and criteria (as approved by Screening Committee of RA 7459), entry forms and technical and funding support;
6.2 Provides funds for honoraria of boards of judges, food, venue/exhibit booth rental, local transportation, supplies and materials and communication expenses for the activity;
6.3 Receives, reviews/evaluates and approves the proposal with line-item budget and upon completion of administrative/legal requirements releases the funds in full to the DOST Regional Office;
6.4 Assists in the promotion of the event;
6.5 Provides resource persons as needed concerning the implementation of regional invention contest;
6.6 Provides cash awards to the regional winners during the Awarding Ceremony of the invention contest; and
6.7 Monitors the implementation/conduct of the contest.
DOST Regional Office's Responsibilities:
6.8 Prepares and submits proposal with budgetary requirements;
6.9 Provides funds for RICE implementation to cover expenses for food, venue/exhibit booth rental, supplies and materials, communication promotion, transportation and other related expenses of the activity;
6.10 Spearhead the conduct of the invention contest;
6.11 Create working committee and focal person who will directly coordinate with TAPI before, during and after the RICE;
6.12 Promotes the regional invention contest in their area;
6.13 Organizes the Board of Judges (BOJ) for the regional invention contest which shall be composed of 3-5 members depending on the number of entries received;
6.14 Invites schools, government agencies, industry associations, inventor's organizations and individual inventors/researchers in their area to participate in regional invention contest;
6.15 Check compliance to preliminary requirements such as patent documents for invention, registration for Utility Model and Industrial Design and disqualify those with incomplete/invalid submission;
6.16 Submit list of their invention, utility model and industrial design entries for patent documents validation;
6.17 Informs/submits the results of the contest including the impact assessment;
6.18 Submits accomplishment and financial reports;
6.19 Encourage the participants and regional winners to avail TAPI's assistance to inventions i.e., IPR, prototype, testing and pilot assistance; and
6.20 Assists TAPI in communicating with regional winners in connection with the National Invention Contest.
SECTION 7. Timetable of Activities. —
The activity shall be conducted for the period starting March to November of every other year. The first two days of the 3-day activity will be allotted for the opening ceremony and judging of entries and the last day will be for the announcement and awarding of the regional winners.
SECTION 8. Expected Output. —
8.1 Regional Winners who will vie for the National Invention Contest;
8.2 Researches that will qualify for IPR Assistance Program of TAPI; and
8.3 Inventors with invention products for promotion and commercialization.
SECTION 9. Applicability. —
Other provision stated in the DOST-GIA Guidelines that was not included in these guidelines but applicable as the case may be.
SECTION 10. Effectivity. —
This Order shall take effect immediately.

2017 REGIONAL INVENTION CONTEST

1. Rationale
The Regional Invention Contest and Exhibits is a nationwide activity conducted in different regions to recognize the indispensability of the Filipino inventors in the Philippine society and in the landscape of national economic development. The invention contest shall give encouragement to inventors to use their inventive capability by competing for cash rewards. The Regional Invention Contest serves as the qualifying round for the National Invention Contest, pursuant to Section 4 of the Republic Act No. 7459 also known as "Inventors and Invention Incentives Act of the Philippines".
2. Regional Invention Contest Categories
The Regional Invention Contest is a competition open for both the public and private sector inventors and researchers within the Region. There are six (6) categories where talented Filipinos can compete in the Invention Contest: Outstanding Invention (Tuklas Award), Outstanding Utility Model, Outstanding Industrial Design, Outstanding Creative Research (Likha Award) and Outstanding Student Creative Research (Sibol Award) for High School and College students. Following are the details of each category:
2.1 Invention Category: Invention refers to any technical solution of a problem in any field of human activity which is new, involves an inventive step and is industrially applicable. It may be, or may relate to a product or process, and their improvements, (Sec. 21, RA 8293). It shall be covered by invention patent still in force granted by the Intellectual Property Office-Philippines (IPOPHIL).
2.2 Utility Model Category: Utility Model refers to any technical solution of a problem in any field of human activity which is new and industrially applicable, within contemplation of the above statute (Sec. 109, RA 8293). It shall be covered by utility model registration with a valid registrability report still in force granted by the Intellectual Property Office of the Philippines (IPO-PHIL).
2.3 Industrial Design Category: Industrial Design refers to any composition of lines or colors or any three-dimensional form whether or not associated with lines or colors: Provided, that such composition or form gives a special appearance to and can serve as pattern for an industrial product or handicraft within the contemplation of the above statute (Sec. 112, RA 8293). It shall be covered by industrial design registration with valid registrability report still in force granted by the Intellectual Property Office of the Philippines (IPOPHIL).
2.4 Creative Research Category: Creative Research refers to patent pending inventions, registration pending utility models and industrial designs and research results not yet applied for patent, utility model and industrial design registration. Eligible under this category are new and useful machines/devices/gadgets, products or processes or an improvement of any of the foregoing; and non-biological/microbiological processes not contrary to public order, morals, public health and welfare. These are research results with demonstrable qualities and potential for improvement and/or widespread commercialization/dissemination.
2.5 Student Creative Research for College and High School — refers to new and innovative projects/models developed by college and high school students. These projects/models should possess features and characteristics that may have significant contribution to the promotion of S&T innovations that are not contrary to public order, morals, public health, and welfare.
3. Regional Invention Contest Eligibility
3.1 The contest is open to all inventors, makers, designers, creative researchers and student researchers who are Filipino citizens residing in the Regions. They are eligible to join in any of the six contest categories (as applicable) of the invention contest as stated above and compete for awards and represent the Region in the National Invention Contest. However, an entry in any of the categories may be entered in only one (1) regional invention contest during the year.
3.2 For the purpose of eligibility, a contestant is considered a resident of the region, if:
a) he/she is actually residing and has six months residency in the region/area; and
b) he/she has principal office address within the said region.
3.3 The Outstanding Student Creative Research Category or Sibol Award is open to high school and college students. Entries should be duly endorsed by the school wherein the contestants are students and where the creative research was done. The endorser can either be the principal, the school head, and the dean of the college or the president of the school or university.
3.4 The Out-of-School Youths (OSYs) are eligible to join either in the Creative Research Category or the Student Creative Research Category. Entries should be duly endorsed by the local inventor's organization in the Region.
3.5 The inventions, registered utility models and industrial designs, creative research or a student creative research that have won in previous Regional/National Invention Contests, shall no longer be eligible to join in subsequent National/Regional Invention Contests in the same category. However, those entries that have won under the Creative Research and Student Creative Research Categories may join the regional invention contest, provided that such entries are now patented/registered at the Intellectual Property Office of the Philippines (IPO Phil).
3.6 Entries in the invention, utility model and industrial design categories must already have patent, utility model registration and industrial registration, respectively, on or before the deadline for the submission of entries.
3.7 Only the inventors, makers and designers whose names appear in the patent, utility model registration and industrial design registration documents, respectively, may join in the contests. In case of an invention, a utility model or an industrial design by a group, all members must sign in the accomplished entry forms, or sign waivers and other documents if they are not joining the contest.
3.8 In case of joint ownership in a certain invention or research, all of the inventors, makers, designers and creative researchers must possess the eligibility requirement as stated in Item number 3.2 of this Contest Rules and Criteria. Disqualification in one member would mean disqualification of the other members in joining the contest.
4. Regional Invention Contest Requirements and Mechanics
4.1 Contestants are required to submit the following to the organizing DOST Regional Office (DOST RO) not later than 5:00 p.m., on the Deadline of submission of entries.
4.1.1 Six (6) copies of the completely filled-up and notarized entry forms including:
• RIC Form No. 01 — Entry Form for invention, utility model, industrial design, and creative research categories, herein attached as Annex 1;
• RIC Form No. 03 — Entry Form for Sibol Award, herein attached as Annex 2;
4.1.2 Two (2) original copies of signed and notarized waivers:
• RIC Form No. 02 — Waiver Form for invention, utility model, industrial design, and creative research categories, herein attached as Annex 3;
• RIC Form No. 04 — Waiver Form for Sibol Award, herein attached as Annex 4;
4.1.3 Six (6) copies of letters patent or UM/ID registration (as applicable).
4.1.4 Six (6) copies of one (1) page abstract, description/drawings, pictures, certificates.
4.1.5 Six (6) copies of notarized Certification that their work is their own, new and original, for Creative Research Category (Likha Award) and Student Creative Research Category (Sibol Award):
• RIC Form No. 5 — Certification for Entries under the Creative Research Category (Likha Award), herein attached as Annex 5.
• RIC Form No. 6 — Certification for Entries under the Student Creative Research Category (Sibol Award), herein attached as Annex 6.
4.2 All the certifications and waivers or contest forms must be under oath and subscribed into by the affiants.
4.3 The contestants must submit their duly accomplished entries to the organizing DOST Regional Office (DOST RO). The DOST RO will pre-screen entries based on compliance to the requirements stated in Item 5.1 of this Rules and Criteria. All documents submitted are subject to final examination by the Board of Judges.
4.4 The contestants in the Creative Research Categories (Likha Award and Sibol Award) shall certify that their work is their own and that to the best of their knowledge, is new and original.
4.5 The Outstanding Creative Research Category (Likha Award) may be sub-categorized into government-funded and private-funded if there are at least three (3) entries under each. Otherwise, both will be judged without distinction as government-funded or private-funded.
4.6 The contestants may be required to provide additional information to the Judges in order to facilitate the evaluation of their entries before and/or during the contest proper.
4.7 For Student Creative Research Categories (College and High School), the advisers are not allowed to make presentations in behalf of their students.
4.8 The qualified entries will be assigned a booth free of charge to display his/her official entry/ies. Each entry shall be identified by an official label provided by DOST Regional Office. Owners of qualified entries shall be notified of their specific booth assignments/dimensions. The booth assignments shall be done on the basis of contest categories.
4.9 The qualified contestants are required to install their working models/products/exhibit materials at the contest site on the specified date and time of Ingress as announced by the Host DOST Regional Office.
4.10 All exhibit materials should be moved out on the specified date and time of Egress after the closing ceremonies. Organizers shall not be liable to any losses/damages to the working models/products/exhibit materials. All contestants shall be responsible in manning/supervising/pull out of their respective exhibits at all times.
4.11 The contestants in the Creative Research Categories (Likha Award and Sibol Award) shall agree that any intellectual property included in their entries shall be protected under the TAPI's Intellectual Property Rights Assistance Program. Ownership shall be retained to the contestants or to their Assignees, if applicable, who shall also disclose their creative works in full.
4.12 All regional winners under the Creative Research Categories (Likha Award and Sibol Award), as a requirement for the National Invention Contest, shall automatically avail TAPI's IPR Assistance Program.
4.13 All contestants and regional winners shall commit to push for the commercialization of their inventions and researches once opportunities are provided.

5.2 The Board of Judges shall be constituted by the organizing DOST Regional Office. The judges may either be from the academe, government and private business organizations in the region.
5.3 The final judging will be held at the contest site. The Board of Judges may declare no winner if the minimum score of 80% is not met.
5.4 The decision of the Board of Judges shall be final and unappealable. The scorecards or rating sheets are considered personal notes of the judges and are not for public scrutiny and any part of it shall not be given to any contestant or requesting party.
5.5 The contestants or their duly designated representative shall agree to the immunity of the members of the Board of Judges, DOST and their employees from any legal suit that may arise from or relative to the conduct and results of the contest by signing the corresponding waiver form as reflected in RIC Form 02 and RIC Form 04 (Annexes 3 and 4). No entry shall be considered officially entered in the contest unless the contestant and his/her witnesses have signed the waiver and submitted the signed waiver to the DOST regional Office.
6. Announcement/Awarding of Prizes
6.1 Three (3) regional winners shall be selected per category. In case of tie, the Board of Judges shall break the tie and declare only three regional winners. The first prize regional winner on each category shall be automatically the national qualifier cum Finalists for the National Invention Contest.
6.2 All regional winners shall receive a cash incentive and certificate of recognition during the Awarding and Closing Ceremonies of the regional invention contest.
