Re: General Authority of Members of the Judiciary, Particularly Judges, to Administer Oaths outside Their Courts but within Their Judicial Regions
On July 19, 2022, the Philippine Supreme Court issued a resolution clarifying the authority of judges to administer oaths outside their courts. This resolution allows judges to administer oaths not only within their court's jurisdiction but also in other areas within their judicial regions. Additionally, judges may administer oaths in exceptional circumstances when designated outside their official court's judicial region. The Office of the Court Administrator (OCA) has been authorized to issue a circular to provide further guidance on this matter.

RE: GENERAL AUTHORITY OF MEMBERS OF THE JUDICIARY, PARTICULARLY JUDGES, TO ADMINISTER OATHS OUTSIDE THEIR COURTS BUT WITHIN THEIR JUDICIAL REGIONS
NOTICE
Sirs/Mesdames :
Please take notice that the Court en banc issued a Resolution datedJULY 19, 2022, which reads as follows:
"A.M. No. 22-07-76-RTC (Re: General Authority of Members of the Judiciary, Particularly Judges, to Administer Oaths outside Their Courts but within Their Judicial Regions). — The Court Resolved, upon the recommendation of the Office of the Court Administrator (OCA), to:
(a) CLEARLY DEFINE the coverage of the general authority to administer oaths granted by the Administrative Code of 1987, as amended, to members of the judiciary to include the administration of oaths by judges not only within the territorial jurisdiction of their respective courts but in other areas as well within their respective judicial regions. Under exceptional circumstances where the judge is designated outside the judicial region of his/her official court, the judge may also administer oaths within that judicial region; and
(b) AUTHORIZE the OCA to issue a circular on this matter." (11)
