PHILRACOM RESOLUTION NO. 38-17

Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (PHILRACOM) held on 30 August 2017 at 4th Floor Electra House Bldg., Esteban St., Makati City.

WHEREAS, it is the declared policy of Presidential Decree No. 420 and mandate of the Commission to promote and direct the accelerated development and continued growth of horse racing not only in pursuance of the sports development program but also in order to insure the full exploitation of the sport as a source of revenue and employment.

WHEREAS, under PD No. 420, the Commission has exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing;

WHEREAS, the racing industry is confronted with the challenge of having a population of race horses and the Commission is intent on exerting all efforts to make horse racing fair and exciting;

WHEREAS, it is necessary to amend the rules on the retirement of imported horses to establish a uniform rule in determining the retirement date of both local and imported horses.

NOW THEREFORE, be it RESOLVED as it is hereby RESOLVED that Unit III, Chapter 6 of the Rules and Regulations on Horse Racing be amended as follows:

PR 64-A. ELIGIBILITY FOR DECLARATION

1. Island-born and locally bred horses must not be less than two (2) years old and must not be more than fourteen (14) years old by the end of December from the year of foaling. They are considered retired on the 1st day of January of the following year unless they undergo and pass soundness tests for lameness, roaring and epistaxis to be done by a PHILRACOM-accredited veterinarian and validated by a PHILRACOM Veterinarian. The qualified fourteen (14)-year old shall be allowed to run only one (1) official race (except barrier race) every thirty (30) days for the last twelve months of its racing career.

2. Imported horses must not be less than two (2) years old and must not be more than eight (8) years old by the end of December from the year of foaling. They are considered retired on the 1st day of January of the following year.

RESOLVED FURTHER, that the Rules on Imported Horses under Resolution 06-16, series of 2016, as amended, is hereby further amended as follows:

4. Horses shall be considered not eligible to race effective the 1st day of January of the year immediately following the year they reach eight (8) years old based on their foaling date.

RESOLVED FURTHER, that any prior resolution inconsistent herewith is hereby modified accordingly.

RESOLVED FINALLY, that this amendment shall take effect upon approval.
