Holding in Abeyance the Transfer of Inmates from Various Detention Facilities from Region IV-A and the Issuance of the Corresponding Mittimuses and Commitment Orders
On September 9, 2014, the Supreme Court of the Philippines issued OCA Circular No. 118-14, directing all judges and court personnel in Region IV-A to halt the transfer of inmates from various detention facilities and to suspend the issuance of mittimuses and commitment orders. This decision was made due to credible security threats faced by inmates scheduled for transfer to the National Bilibid Prison. As a result, these inmates will remain in their current detention facilities until further notice from the Court or the Court Administrator. The circular serves to inform and guide relevant court personnel regarding this temporary measure.

In its Resolution dated 9 September 2014 in A.M. No. 13-11-07-SC, the Supreme Court En Banc resolved to HOLD IN ABEYANCE the transfer of inmates from various detention facilities from Region IV-A and the issuance of the corresponding mittimuses and commitment orders by concerned courts, quoted hereunder as follows:
A.M. No. 13-11-07-SC (Re: Circular Reiterating Relevant Portions of Existing Circulars or Administrative Issuance Regarding the Issuance of Mittimuses or Commitment Orders on the Transfer of Detainees/Prisoners). — Considering the receipt of highly reliable confidential information that inmates from various detention facilities from Region IV-A who have been convicted by the trial courts and are set to be transferred to the National Bilibid Prison (NBP) face serious security threats, the Court Resolved to HOLD IN ABEYANCE the transfer of said inmates and the issuance of the corresponding mittimuses and commitment orders. The said inmates, in the meantime, shall continue to be detained in their respective detention facilities, until further notice from this Court or the Court Administrator, with notice to the court.
