In its Resolution in A.M. No. 13-11-07-SC, dated 9 September 2014, the Supreme Court en banc resolved to HOLD IN ABEYANCE the transfer of inmates from various detention facilities from Region IV-A who have been convicted by the trial courts and are set to be transferred to the National Bilibid Prison (NBP) and the issuance of the corresponding mittimuses and commitment orders by concerned courts, due to serious security threats. The said inmates, in the meantime, continued to be detained in their respective detention facilities, until further notice from the Court or the Court Administrator, with notice to the Court.
Acting on the 1 March 2016 letter of Jail Chief Superintendent Deogracias C. Tapayan, CESE, OIC, BJMP, requesting the lifting of OCA Circular No. 118-2014 to significantly decongest their facilities in Region IV-A, and considering reports that serious security threats concerning inmates from detention facilities in most areas have reportedly been abated, OCA Circular No. 118-2014 suspending the transfer of inmates who have been convicted by the trial courts from the detention facilities in Region IV-A to the NBP is hereby LIFTED, except for inmates detained in Calamba City, Laguna.
The concerned judges are hereby directed to immediately issue the corresponding mittimuses for the respective inmates in detention facilities in Region IV-A, except for those detained in Calamba City, Laguna, who shall remain in the custody of the BJMP. SDHTEC
