Grant of Communications Allowance
OCA Circular No. 49-2021, effective May 1, 2021, grants all judges and clerks of court in the first and second level courts a monthly communications allowance of Five Thousand Pesos (P5,000.00). This allowance is intended for the procurement of internet services necessary for conducting videoconferencing hearings and managing court documents electronically. The guidelines were established in response to the implementation of videoconferencing protocols on January 16, 2021, and were approved by Chief Justice Alexander G. Gesmundo. Importantly, the allowance does not require liquidation, streamlining the process for court personnel.

OCA CIRCULAR NO. 49-2021

With the effectivity of the Guidelines on the Conduct of Videoconferencing on 16 January 2021, and upon approval of Chief Justice Alexander G. Gesmundo on 13 April 2021, ALL Judges and Clerks of Court of the Office of the Clerk of Court of the first and second level courts shall be granted a monthly communications allowance in the amount of Five Thousand Pesos (P5,000.00) beginning 1 May 2021 for their respective procurement of internet service, without need of liquidation.
The Judges and the Clerks of Court of the Office of the Clerk of Court shall ensure that the internet service procured has sufficient bandwidth to enable them to conduct videoconferencing hearings and electronically receive and transmit court documents.
