Grant of Cost of Living Allowance
Supreme Court Circular No. 5-86, issued on May 22, 1986, authorizes the grant of a Cost of Living Allowance (COLA) to all officials and employees of the Philippine Judiciary, funded by the Judiciary Development Fund (JDF). The JDF, generated from increased court docket fees, accumulated over P11.7 million from February 1985 to March 1986, with P9.4 million allocated for the COLA. The allowance will be distributed based on salary levels: P350 for those earning above P1,000, P500 for those earning P1,000, and P600 for lower salaries. This initiative marks the first time such a benefit has been provided to judiciary personnel.

SUPREME COURT CIRCULAR NO. 5-86
TO : All Officials and Employees of the Judiciary
RE : Grant of Cost of Living Allowance chargeable against the Judiciary Development Fund (JDF)
From February 1985 to March 31, 1986, the Judiciary was able to generate under the Judiciary Development Fund (JDF), sourced from the increase in court docket fees effective last February, 1985, the amount of P11,767,368.73. Out of this Fund, P9,413,895.00 has been set aside and now authorized for release, as provided in the enabling Act, by Chief Justice Claudio Teehankee to augment the Cost of Living Allowance of the court personnel. For the First time, all officials and employees of the Judiciary will receive this fringe benefit in the following rates:
