Communications Allowance for Vacant First and Second Level Courts
OCA Circular No. 81-2021 addresses the monthly communications allowance of P5,000.00 for vacant first and second level courts in the Philippines, initially set out in OCA Circular No. 49-2021. This allowance is intended for internet service procurement and will be disbursed through the court's branch clerk of court or officer-in-charge until a regular presiding judge is appointed. The acting presiding judge or pairing judge has the discretion to choose the internet provider. Upon the new judge's appointment, a certification must be submitted confirming the turnover of the communications allowance.

OCA CIRCULAR NO. 81-2021

Relative to OCA Circular No. 49-2021 granting a monthly communications allowance in the amount of Five Thousand Pesos (P5,000.00) beginning 1 May 2021 for the procurement of internet service, without need of liquidation, and considering that some of the courts are vacant and without a regular presiding judge, the monthly communications allowance of Five Thousand Pesos (P5,000.00) for vacant first and second level courts shall, in the meantime, be released through the court's respective branch clerk of court (BCC) or officer-in-charge (OIC) until the appointment and assumption of a regular presiding judge therein. The acting presiding judge/pairing judge, however, shall have the discretion on which internet provider should be procured.
Once a regular presiding judge is appointed and assumes office, the BCC or OIC shall immediately submit a certification to the FMO, OCA, that the communications allowance has been turned over to the new presiding judge for the following month following the latter's appointment and assumption into office.
