RE: PROPOSED GRANT OF RICE SUBSIDY ALLOWANCE
NOTICE
Sirs/Mesdames :
Please take notice that the Court en banc issued a Resolution dated DECEMBER 4, 2018, which reads as follows:
"A.M. No. 18-09-19-SC (Re: Proposed Grant of Rice Subsidy Allowance). — Acting on the Memorandum dated December 3, 2018 of Atty. Corazon G. Ferrer-Flores, Deputy Clerk of Court and Chief, Fiscal Management and Budget Office, the Court Resolved to:
(a) APPROVE the grant of a Rice Subsidy Allowance (RSA) to each of the following at a uniform rate of Two Thousand Pesos (P2,000.00) per month or a total of Six Thousand Pesos (P6,000.00) for the fourth quarter of 2018:
(i) Justices, officials and personnel of the Supreme Court (SC), Presidential Electoral Tribunal (PET), Court of Appeals (CA), Sandiganbayan and Court of Tax Appeals (CTA), chargeable against the respective savings from the regular appropriations of the said courts and tribunal; and
(ii) Judges, officials and personnel of the lower courts and the Halls of Justice (HOJs), chargeable against the respective savings of the lower courts and the SC;
(b) APPROVE the following requests pursuant to the resolutions dated March 25, 2014, September 23, 2014 and March 28, 2017 in A.M. No. 14-03-05-SC (Re: Revised Accounting Entries Proposed by the Commission on Audit for Constitutional Fiscal Autonomy Group [CFAG] Member-Agencies), to wit:
(i) Modification in allotment in the amount of Fifteen Million Eight Hundred Ninety-Four Thousand Pesos (P15,894,000.00) from the Lump-sum for Unfilled Positions account of the SC to Other Personnel Benefits — SC, to cover funding requirements for the grant of the RSA at the rate of Six Thousand Pesos (P6,000.00) to each of the Justices, officials and personnel of the SC and the personnel of the HOJs;
(ii) Modification in allotment in the amount of One Hundred Forty-Four Million One Hundred Eighty Thousand Pesos (P144,180,000.00) from Unfilled Positions account of the lower courts to Other Personnel Benefits — lower courts, to cover funding requirements for the grant of the RSA at the rate of Six Thousand Pesos (P6,000.00) to each of the judges, officials and personnel of the lower courts;
(iii) Modification in allotment in the amount of Nine Million Nine Hundred Sixty Thousand Pesos (P9,960,000.00) from various Personnel Services and Maintenance and Other Operating Expenses (MOOE) accounts of the CA to Other Personnel Benefits — CA account, to cover funding requirements for the grant of the RSA at the rate of Six Thousand Pesos (P6,000.00) to each of the Justices, officials and personnel of the CA;
(iv) Modification in allotment in the amount of Two Million Four Hundred Fifty-Four Thousand Pesos (P2,454,000.00) from various MOOE accounts of the Sandiganbayan to Other Personnel Benefits — Sandiganbayan, to cover funding requirements for the grant of the RSA at the rate of Six Thousand Pesos (P6,000.00) to each of the Justices, officials and personnel of the Sandiganbayan; and
(v) Modification in allotment in the amount of One Million Six Hundred Eight Thousand Pesos (P1,608,000.00) from Lump-sum for Filling of Positions and various MOOE accounts of the CTA to Other Personnel Benefits — CTA, to cover funding requirements for the grant of the RSA at the rate of Six Thousand Pesos (P6,000.00) to each of the Justices, officials and personnel of the CTA; and
(c) APPROVE the corresponding Augmentation/Realignment Orders (AROs) in the amounts specified hereunder for the grant of the RSA:
(i) ARO No. 2018-061 in the amount of Fifteen Million Eight Hundred Ninety-Four Thousand Pesos (P15,894,000.00) for the SC;
(ii) ARO No. 2018-062 in the amount of One Hundred Forty-Four Million One Hundred Eighty Thousand Pesos (P144,180,000.00) for the lower courts;
(iii) ARO No. 2018-063 in the amount of Nine Million Nine Hundred Sixty Thousand Pesos (P9,960,000.00) for the CA;
(iv) ARO No. 2018-064 in the amount of Two Million Four Hundred Fifty-Four Thousand Pesos (P2,454,000.00) for the Sandiganbayan; and CAIHTE
(v) ARO No. 2018-065 in the amount of One Million Six Hundred Eight Thousand Pesos (P1,608,000.00) for the CTA." Carandang, J., on leave. (adv39)
