Proclamation No. 1666, issued on November 17, 2008, declares that Monday, November 17, 2008, will be a special (non-working) day in the Province of Ilocos Sur. This adjustment was made to allow residents to celebrate the birth anniversary of former President Elpidio Quirino, which traditionally occurs on November 16 but fell on a Sunday that year. The local government, through the Sangguniang Panlalawigan, requested this change to ensure a proper commemoration. The proclamation was signed by Executive Secretary Eduardo R. Ermita on behalf of President Gloria Macapagal-Arroyo.

PROCLAMATION NO. 1666

DECLARING MONDAY, NOVEMBER 17, 2008, AS SPECIAL (NON-WORKING) DAY IN THE PROVINCE OF ILOCOS SUR

WHEREAS, Proclamation No. 1927 dated November 15, 1979, declared November 16 of every year as special public holiday in the Province of Ilocos Sur to commemorate the birth anniversary of the late President Elpidio Quirino; acHDTE

WHEREAS, to enable the people of the Province of Ilocos Sur to celebrate the occasion, the Sangguniang Panlalawigan requested that Monday, November 17, 2008 be declared as special (non-working) day instead of November 16, 2008, which falls on a Sunday;

WHEREAS, it is but fitting and proper that the people of the Province of Ilocos Sur, be given full opportunity to celebrate the occasion with appropriate ceremonies.

NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Monday, November 17, 2008, as special (non-working) day in the Province of Ilocos Sur.
