LETTER OF INSTRUCTIONS NO. 1360
TO : All Concerned
WHEREAS, continued urban growth has resulted in accelerated development of housing projects in areas served by the North and South Luzon Expressways;
WHEREAS, CDCP as franchise holder has to undertake continuing improvements to assure the smooth flow of traffic by the travelling public;
WHEREAS, LOI No. 1315 has been issued ordering the turnover of jurisdiction and management over interchanges along the Expressways to CDCP Tollways Management for the convenience of the motorists and keep the smooth flow of traffic under control;
WHEREAS, consistent with LOI No. 1315, major physical improvements are necessary to further improve the flow of traffic;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, do hereby direct:
1. CDCP to construct additional 2 lane overpass bridges alongside the existing ones in the Interchanges as may be identified by CDCP and approved by the Toll Regulatory Board;
2. CDCP to undertake construction of other improvement projects necessary to maintain smooth flow of traffic in both the North and South Expressways; and
3. CDCP to advance the costs of such construction to be deductible from the payment of concession fees provided the said projects are not included in the schedule of construction, rehabilitation and maintenance under Clause 2.3 of the Toll Operation Agreement.
CDCP shall be responsible for the maintenance of the structures as part of the areas covered under LOI No. 1315.
This Letter of Instructions shall take effect immediately. casia
