LETTER OF INSTRUCTIONS NO. 579

In the implementation of Presidential Decree No. 1112 authorizing the establishment of toll facilities on public improvements, creating a Board for the regulation thereof and for other purposes, and Presidential Decree No. 1113 granting the Construction and Development Corporation of the Philippines a franchise to operate, construct and maintain toll facilities in the North and South Luzon Toll Expressways and for other purposes, it is desired that the following policies be strictly followed, to wit: cd
1. All plans and specifications for any proposed extension project of the Manila North and/or Manila South Expressways, prepared and submitted by the CDCP, shall first be subject to review and approval by the Secretary of Public Highways before the Regulatory Board decides to recommend or not to the President the construction of such project.
2. The construction and maintenance of any extension project as recommended by the Regulatory Board and approved by the President shall be under the supervision of the Department of Public Highways. aisa dc
3. Any proposed Change Order, Extra Work Order or modification of plans and specifications which the CDCP intends to implement in connection with projects they will undertake for the extension of the Manila North and South Expressways shall likewise be subject to prior review and approval of the Secretary of Public Highways and concurrence of the Chairman, Commission on Audit.
This Letter of Instructions shall become effective immediately.
