LETTER OF INSTRUCTIONS NO. 1315
ORDERING THE TURNOVER OF JURISDICTION AND MANAGEMENT OVER INTERCHANGES ALONG THE EXPRESSWAYS TO CDCP TOLLWAYS MANAGEMENT FOR THE CONVENIENCE OF THE MOTORISTS AND KEEP THE SMOOTH FLOW OF TRAFFIC UNDER CONTROL

WHEREAS, continued urban growth has resulted in accelerated development of housing projects in areas served by the North and South Expressways; aisa dc
WHEREAS, currently undertaken by CDCP as franchise holder is the additional and widening of expressway lanes to assure the smooth flow of traffic by the travelling public;
WHEREAS, the ever-increasing volume of vehicles using the expressways mandates the maximization of efficiency in ingress and egress of these vehicles into and from the expressways;
WHEREAS, expressway traffic merging with local traffic in areas around the vicinity of the interchanges poses the grave problem of congestion and traffic immobility that the throughput of vehicles entering into and exiting from the expressways must be coordinated and integrally managed;
WHEREAS, CDCP has complete staff and mobile patrols that could be fully utilized to cope with any emergency situation;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, do hereby direct: 1) that all immediate areas of influence of existing interchanges including service roads along the expressways, as may be identified by CDCP and approved by the Toll Regulatory Board, be placed under the jurisdictional control of CDCP; and 2) that CDCP staff be deputized as traffic officers for the purpose of implementing these instructions. cd i
CDCP shall be responsible for maintenance of the roadways and its immediate surrounding and shall provide all directional and regulatory signs thereat to insure safety of the public.
All Mayors of towns through which the expressways pass are hereby required to provide full cooperation to CDCP to fully implement these instructions.
This Letter of Instructions shall take effect immediately.
DONE in the City of Manila, this 26th day of April, in the year of Our Lord, Nineteen Hundred and Eighty-Three.
