LETTER OF INSTRUCTIONS NO. 657

The development and completion of construction of the International Port at North Harbor of Manila, is hereby directed. In order to effect the immediate and efficient prosecution of this Project, the following instructions shall be strictly observed: casia
1. The Philippine Ports Authority shall be responsible for the completion of construction of the port terminal and shall make arrangements for the installation of facilities in the International Port;
2. The Department of Public Works, Transportation and Communications, including Bureaus and Agencies under that Department, shall extend all possible support and assistance to the PPA to ensure the successful prosecution of the Project;
3. The Department of Public Highways shall construct the necessary traffic interchange from R-10 to the access road cd i
4. The National Housing Authority shall effect the removal and relocation of squatters at the Project site on a schedule jointly agreed upon by the PPA and the NHA to ensure immediate construction activities by the PPA;
5. The Metropolitan Water Sewerage System shall coordinate and correlate its plans and feasibility studies for the repair or relocation of the sewerage outfall with the PPA development plan;
6. The Budget Commission shall recommend to the President the programming of the financial support for the Project in accordance with a schedule to be worked out with the PPA;
7. The PPA is hereby directed to ensure that the International Port be at least partially operational within two years.
8. The PPA shall coordinate all the foregoing activities and shall render monthly reports to the President.
This Letter of Instructions shall take effect immediately.
