Placing the Philippine National Construction Corporation Under the Dept. of Trade and Industry
Executive Order No. 331, issued on July 16, 2004, places the Philippine National Construction Corporation (PNCC) under the Department of Trade and Industry (DTI) to enhance coordination and investment in expressway development. Given that the PNCC holds franchises for key expressways and is majority-owned by the government, this action aims to facilitate its operations until privatization. The order also repeals any conflicting regulations and takes immediate effect. This move underscores the government's commitment to improving infrastructure through strategic oversight.
