CHED MEMORANDUM ORDER NO. 006-17

In order to expand the scope and coverage of the Research Chair Award, and clarify the procedure to be followed under the Guidelines for CHED Research Chair Award set forth in CMO No. 18, series of 2015, the Commission en banc approved the amendments of Articles III, VI and VIII thereof by virtue of CEB Resolution No. 1112-2016, to read as follows:
"III. COVERAGE
The CHED Research Chair Award shall be made available to faculty and researchers of all Higher Education Institutions in the Philippines, public and private that have ongoing research and development programs or projects that are aligned with the research, development and innovation thrusts of the Commission.
Each award shall be good for a maximum of two years without prejudice to the filing of a new application and corresponding nomination. aScITE
"VI. ELIGIBILITY REQUIREMENTS
The CHED Research Chair Award shall be open to Research and Development Project Leaders and Program Leaders subject to the following conditions:
1. Project Leaders of R&D projects with a duration of at least one year and a funding of at least Php10M for a period of 1-2 years may be nominated for the CHED Research Chair Award.
2. A Research Program with more than 3 projects shall be entitled to a maximum of three Research Chair Awards. It is understood that the Program Leader is also a Project Leader for one of the projects. The requirement stated in No. 1 above shall apply to all nominees. The Research Program must be for at least two years duration with funding of at least Php50M for a period of 1-2 years. The project components of the Research Program must be clearly stated in terms of the project title, objectives, expected outputs, deliverables, line-item budget, etc.
3. Co-Project Leaders are not eligible for the Research Chair Award.
4. The CHED Research Chair Award nominee.
4.1. Must have an academic rank not lower than Assistant Professor or its equivalent in the HEI implementing the R&D project;
4.2. Must have published a refereed research paper in an internationally indexed journal (i.e., Scopus, ISI) or proceedings, either as a sole or co-author, within the last three years prior to the award;
4.3. Must be a designated Project Leader of an on-going R&D project or program that is aligned with the priorities of the Commission;
4.4. In no case shall a Project Leader be allowed to hold more than one Research Chair Award regardless of the number of R&D Programs or Projects wherein he/she acts as Project Leader during the period of award.
"VIII. PROCEDURE
2. The HEI shall, following its own guidelines and procedure for the purpose, select and submit the names and supporting documents of the nominated CHED Researcher Chair awardee to the Commission for approval through the CHED department/office providing the budget allocation for his/her Research Chair Award."
All the other provisions in CMO No. 18, series of 2015, which are consistent with the herein amendments shall remain in force and in effect.
These amendments shall take effect immediately, and shall remain in force and in effect until otherwise revoked or modified accordingly. HEITAD
