DOTC MEMORANDUM CIRCULAR NO. 003-16

Pursuant to Executive Order No. 277 (Jan 2004) as amended by E.O. No. 311 dated 26 April 2004; The National Civil Aviation Security Program (NCASP); OTS Transport Security Regulation No. 001-2006 dated October 23, 2006; and OTS Transport Security Regulation No. 012-2010 dated Jan. 10, 2011 in compliance with the ICAO standard set forth on Chapter 3, paragraph 3.4.2 of Annex 17 — Safeguarding International Civil Aviation against Unlawful Interference, requiring the appropriate authority in each Contracting State to ensure that persons implementing security controls possess all competencies required to perform their duties and are appropriately trained according to the requirements of the national civil aviation security program, the OTS amends Section VI — Guidelines, provision A — Accreditation of Aviation Security Training Centers, Schools and Institutions, paragraph 2 — Training Center Organization, as follows:
III. Definitions
Accreditation Board — the panel responsible for and conducting the final evaluation which includes review of submitted accreditation requirements initially evaluated by the Transport Security Accreditation, Training and Management Service (TSATMS),compose of the Administrator, OTS or his duly authorized representative as the Chairman; the Assistant Administrator of the Transport Security Oversight & Compliance Service (TSOCS),Transport Security Policy & Program Service (TSPPS) and TSATMS as members; and the Accreditation and Certification Division of TSATMS as Secretariat.

A. (6) Review and Evaluation
The TSATMS, after intensive evaluation of the eligibility of the applicant for accreditation of civil aviation security training center, school and institution, shall make an appropriate recommendation to the Accreditation Board if it finds the applicant eligible. The Board, in turn, shall recommend to the Administrator, OTS, through a Board resolution, the approval of the accreditation.
This Amendment to Memorandum Circular No. 007, series 2015, shall take effect immediately upon approval. A copy of this amendatory Circular shall be deposited with the University of the Philippines Law Center in compliance with Revised Administrative Code.
