The DAR Memorandum Circular No. 01-16, issued on March 11, 2016, provides clarifications regarding the structure and designation of the Regional Land Use Cases Committee (RLUCC) as outlined in Administrative Order No. 02, Series of 2002, and amended by Memorandum Circular No. 05, Series of 2015. It specifies that the Regional Director will appoint a Director III as the head of the RLUCC, supported by two regular Regional DAR personnel with a salary grade of 24. Additionally, the Legal Division of each Regional Office will take over the functions of the now-abolished RCLUPPI Secretariat. The memorandum aims to ensure proper implementation and adherence to these administrative directives.

To guide all concerned on the interpretation of Item III-B (2) of Administrative Order (A.O.) No. 02, Series of 2002 regarding the designation of the head and two (2) members of the Regional Land Use Cases Committee (RLUCC), as well as Memorandum Circular (M.C.) No. 05, Series of 2015, the following clarifications are hereby issued:
1. The Regional Director (RD) shall designate any of the designated Director III of the Region as Head of the RLUCC.
2. Such Head shall be assisted by two (2) regular Regional DAR personnel with a salary grade of twenty-four (SG-24) as members of the Committee. Any regular Regional DAR personnel designated to a position with the same salary grade can also be selected as members.
3. The RLUCC of each Regional Office shall also be assisted by their respective Legal Division which shall assume, with the abolition of the Regional Center for Land Use Policy, Planning and Implementation (RCLUPPI) Secretariat pursuant to M.C. No. 05, Series of 2015, the functions of the RCLUPPI Secretariat.
