Amending Administrative Order No. 02, Series of 2002 Titled Institutionalization of the Center for Land Use Policy, Planning and Implementation (CLUPPI)
On September 18, 2015, the Department of Agrarian Reform (DAR) issued Memorandum Circular No. 05-15, amending Administrative Order No. 02, Series of 2002, which institutionalized the Center for Land Use Policy, Planning and Implementation (CLUPPI). The CLUPPI and the Regional Center for Land Use Policy, Planning and Implementation (RCLUPPI) have been renamed to the Land Use Cases Division (LUCD) and the Regional Land Use Cases Committee (RLUCC), respectively. The LUCD is now integrated into the Bureau of Agrarian Legal Assistance, while the RCLUPPI-Secretariat functions have been transferred to the Legal Division of each Regional Office. All previous inconsistent directives are modified or repealed, and the changes take effect immediately.

In view of the approval of the Department's Rationalization Plan pursuant to Executive Order (E.O.) No. 366, Series of 2004, the DAR sees the need to rename the Center for Land Use Policy, Planning, and Implementation (CLUPPI) and the Regional Center for Land Use Policy, Planning, and Implementation (RCLUPPI), as well as to realign the latter to the Legal Division of the DAR Regional Office.
Accordingly, the pertinent provisions of DAR Administrative Order (A.O.) No. 02, Series of 2002 are hereby amended, as follows:
The "CLUPPI" and the "RCLUPPI" are hereby renamed as the "Land Use Cases Division (LUCD)", and the Regional Land Use Cases Committee (RLUCC)", respectively. cAaDHT
Item III (A) of A.O. No. 02, Series of 2002 is hereby repealed considering that under the present structure of the DAR Central Office, LUCD is now one (1) of the four (4) Divisions of the Bureau of Agrarian Legal Assistance (BALA).
Furthermore, the RCLUPPI-Secretariat of all DAR Regional Offices are hereby abolished. Their functions shall now be performed by the respective Legal Division of the Regional Office.
A.O. No. 02, Series of 2002 and all other Administrative Orders, Memorandum Circulars, and other DAR issuances that are inconsistent herewith are hereby modified, amended, or repealed accordingly.
This Memorandum Circular shall take effect immediately.
