APPROVAL OF THE UPDATED ENTERPRISE INFORMATION SYSTEMS WORK PLAN AND BUDGET
NOTICE
Sirs/Mesdames :
Please take notice that the Court en banc issued a Resolution dated October 21, 2014, which reads as follows:
"A.M. No. 14-09-06-SC
APPROVAL OF THE UPDATED ENTERPRISE INFORMATION
WHEREAS, in a resolution dated 23 June 2009, 1 the Court approved the Enterprise Information Systems Plan (EISP), "which provides the Judiciary with the functional, technical and structural specifications for selected systems, which should be developed for the Judiciary's Information and Communications Technology (ICT) Capability." 2
WHEREAS, the 2009 EISP does not include a judiciary-wide technical infrastructure component (including a modern data center and disaster recovery site), which is a pre-requisite to the nationwide implementation of the EISP and on-going ICT projects like the eCourts.
WHEREAS, in A.M. No. 14-09-06-SC (16 September 2014), 3 the Court approved an updated EISP work plan and budget to address the technical infrastructure gaps of the 2009 EISP.
WHEREAS, the Committee on Computerization and Library, in its meeting of 16 October 2014, approved the terms of reference of three (3) components of the updated EISP work plan, which cover the infrastructure requirements of the EISP, specifically:
• Judicial Virtual-Integrated Systems Infrastructure (P350 million);
• Supreme Court Data Center Production Site Upgrade and Rehabilitation (P25 million); and
• Design, Development and Commissioning of the Second Judiciary Data Center (Disaster Recovery Site) in Angeles City (P70 million). DaHSIT
IN VIEW OF THE FOREGOING, the Court hereby RESOLVES:
1. To approve the terms of reference of the aforesaid components of the EISP;
2. Refer the approved terms of reference to the Procurement Planning Committee to start the procurement process for said projects; and
3. Order the Management Information Systems Office to assist in the preparation of the technical bid documents, and to conduct extensive market research in order to identify a maximum number of contractors and suppliers that can be invited to bid for the projects."
