SUPREME COURT ADMINISTRATIVE CIRCULAR NO. 10-92
(Special Authority of Mr. Justice Josue N. Bellosillo to Assist the Chief Justice in Administrative Functions)
WHEREAS, the administrative duties and functions of the Chief Justice are of such weight and variety as to require, in the best interests of the Court and the public service, that he shall have the assistance of one with specialized and expert knowledge in the administration of the various courts and their personnel;
WHEREAS, Mr. Justice Josue N. Bellosillo is uniquely qualified and equipped, in both learning and experience, to render such assistance to the Chief Justice, Justice Bellosillo having been a Trial Judge, Appellate Justice, Court Administrator, lecturer, author of a bench guide for trial judges, Executive Vice-President and later Consultant of the Philippine Judges Association, and Member of the National Association for Court Management of America; indeed, Justice Bellosillo's expertise in court operations and personnel administration is recognized by the Court itself, which has on occasion sought his counsel on matters dealing therewith; cd
NOW, THEREFORE, Mr. Justice Josue N. Bellosillo is hereby specially designated, appointed and authorized to assist the Chief Justice in the administration and supervision of the Supreme Court and all lower courts, with such functions, duties, and powers, and such prerogatives and privileges as may be delegated to and conferred on him from time to time by the Chief Justice, including but not necessarily limited to taking charge of matters pertaining to protocol in the ceremonial and social functions of the Court, signing issuances "By authority of the Chief Justice," and attesting such issuances unless attestation is specifically delegated to other officials by him or by the Chief Justice.
