Restriction of Importation of Electronic Parts and Components
Letter of Instructions No. 656, issued on January 10, 1978, directs the Board of Investments (BOI), Central Bank, and Bureau of Customs to support the Electronics Local Content Program aimed at increasing local manufacturing of electronic components such as television receivers and audio equipment. Importation of specified parts and components will be restricted unless the importer has a BOI certification indicating non-coverage by the program. The BOI is tasked with regularly reviewing the program and making recommendations to the President regarding the ongoing restrictions. Certain components are exempt from these restrictions, and the importation of specific items may be permitted with prior BOI approval.

LETTER OF INSTRUCTIONS NO. 656

Pursuant to Section 16(1) of R.A. 5186 and in support of the Electronics Local Content program, which is intended to rationalize the manufacture of television receivers, sound reproducing appliances, radio receivers, and combinations and components thereof utilizing local materials on a progressively increasing local content annually, importation of parts, components and supplies prescribed for local manufacture as indicated in Annex A shall be restricted. No foreign exchange will be utilized for the importation of the said components and parts without a certification of the BOI that the importer is not covered by the Program.
The BOI is directed to make periodic review of the above Program and to make the appropriate recommendation to the President on the continued restriction of the importation of the said parts and components.

1. Printed circuit boards
2. Coils and transformers acd
3. Cabinets and loudspeakers enclosures
4. Chassis, and sheet metalwares attached to chassis and forming part thereof
5. Cabinet and chassis accessories, decorative trims, speaker grilles, nameplates, emblems, dials, knobs, backcovers, CRT cups, masks, grille cloth, escutcheons, frames, fronts, control panel assemblies, bezels sliding door railings/guides, lug-type terminal strips
6. Monochrome TV picture tubes
7. Loudspeakers
8. Antenna
9. Single conductor hook-up wires (pre-cut and/or pre-trimmed) and power cords
10. Solder casia
11. Plastic brackets and supports
12. Packaging materials
13. Mechanical TV tuners, AM, FM and AM/FM tuners
N O T E S
1. The following components are, however, exempted:
a. For Item no. 1, those which form part of assemblies specifically exempted
b. For Item no. 2, yoke, flyback, convergence, delay lines, and pincushion assemblies, molded coils, encapsulated peaking coils, encapsulated LC or LR modules, crystal filter modules, buffer, coupler, toroidal, and those used in TV tuners and in discrete 4-channel stereo demodulator
c. For Item No. 5, metal knobs, die-cast frames, die-cast fronts, and die-cast control panel assemblies
d. For Item no. 8, telescopic antenna
e. For item no. 13, TV tuners for color TV, push button type AM and/or FM tuners for car radios, and FM-4 channel tuner/demodulator
2. Importation of cabinet and chassis accessories for color TV may be allowed subject to prior BOI approval.
3. Importation of high fidelity loudspeakers shall be allowed subject to prior BOI approval. cd i
