Prescribing the Qualification Standards for Appointment to PNP Ranks

NAPOLCOM Resolution No. 501-13Other Rules and Procedures

NAPOLCOM Resolution No. 501-13, issued on October 23, 2013, outlines the qualification standards for appointment to ranks within the Philippine National Police (PNP). It amends previous standards set forth in NAPOLCOM Resolution No. 2011-196 to address gaps in officer qualifications due to increased experience and training requirements. The resolution specifies educational, experience, training, and eligibility criteria for various ranks, including Police Director, Superintendent, and Chief Inspector, ensuring alignment with civil service regulations. Additionally, it states that higher police eligibilities from NAPOLCOM examinations will be recognized for lower ranks, while qualifications from past examinations are limited to changes in appointment status rather than promotions. All inconsistent prior issuances are repealed under this resolution.

NAPOLCOM RESOLUTION NO. 501-13

PRESCRIBING THE QUALIFICATION STANDARDS FOR APPOINTMENT TO PNP RANKS

WHEREAS, Section 14 of Republic Act No. 6975, as amended, provides that the National Police Commission (NAPOLCOM) shall exercise administrative control and operational supervision over the Philippine National Police (PNP);

WHEREAS, in the exercise of its constitutional mandate the NAPOLCOM issued Resolution No. 2011-196, entitled, "Prescribing the Qualification Standards for Appointment to PNP Ranks" which was confirmed by the Civil Service Commission (CSC) through Resolution No. 1101479;

WHEREAS, it should be recalled that there were provisions under the dispositive portion of NAPOLCOM Resolution No. 2011-196 which were excluded in the CSC Resolution No. 11-01479 that approved the said NAPOLCOM issuance;

WHEREAS, there is a need to amend the qualifications standards prescribed therein in order to reconcile the said issuances and to immediately address the prevailing vacuum in officership brought about by the lack of qualified officers as a result of the increase in the Experience/Time-in-Grade requirement as provided for under NAPOLCOM Resolution No. 2011-196;

NOW, THEREFORE, the Commission in the exercise of its constitutional mandate to administer and control the PNP, HAS RESOLVED TO PRESCRIBE, AS IT HEREBY PRESCRIBES, the Qualification Standards for Appointment to PNP Ranks: acITSD
