PNP MEMORANDUM CIRCULAR NO. 2017-027
PRESCRIBING THE POLICIES AND PROCEDURES IN THE IMPLEMENTATION OF PNP ONLINE RECRUITMENT APPLICATION SYSTEM (PNP ORAS)
1. REFERENCES:
a. Sections 30-32, RA No. 6975 as amended by Section 14, RA No. 8551; HTcADC
b. NAPOLCOM Memorandum Circular No. 2007-009 entitled "Prescribing the Procedures and Guidelines for the Recruitment, Selection and Appointment of PNP Uniformed Personnel and Termination of Service of Newly Appointed Police Officer 1 (PO1) while still in Temporary Status; and
c. PNP Memorandum Circular No. 2014-010 entitled "Prescribing the Policies and Procedures in the Recruitment and Selection of Police Officer 1 (Regular and Attrition Quota).
2. RATIONALE:
This PNP Memorandum Circular (PNPMC) provides the (guidelines and procedures to be undertaken by PNP offices/units in the Implementation of the PNP Online Recruitment Application System (PNP ORAS).
3. SITUATION:
Despite the advent of new technology, the Directorate for Personnel and Records Management has no database that can filter the information of applicants and prevent them from applying from one PNP office to another. Further, there is no system that will immediately detect the disqualification of an applicant due to resignation, Absent Without Official Leave (AWOL),Dropped from Rolls, and the like.
In the present PNP recruitment system, applicants need to personally visit PNP recruitment offices/units to inquire whether or not they are qualified to apply, which entails much time and expenses on the part of the applicants.
4. PURPOSE:
To simplify the submission of accomplished PNP PO1 Application Forms through a web-based system.
To restrict applicants who are disqualified and to automatically address almost all queries regarding the PNP recruitment process. CAIHTE
5. DEFINITION OF TERMS:
a. Address Bar — a text box in a web browser displaying the address of the web page that is currently being viewed.
b. E-mail — refers to the exchange of digital messages through a network using software and servers.
c. E-mail Address — is the name for an electronic postbox that can receive and send electronic mail messages on a network.
d. Internet — a system of linked computer networks, global in scope, that facilitates data communication services, such as remote log-in, file transfer, electronic mail, and newsgroup.
e. PO1 Applicant — any individual who applied for appointment as PO1 through submission of an accomplished Online PNP PO1 Application Form to the Recruitment Office.
f. Online Assessment — is the use of information technology in evaluating the qualifications of an applicant.
g. Password — a character string that is used as authentication to access Mail Service.
h. PNP Online Recruitment Application System — allows applicants for recruitment in the police service nationwide to submit their applications through the web-based recruitment system.
i. PO1 Online Application Form — refers to RSD DPRM Form 2014-1A to be accomplished and submitted by the applicants online via PNP ORAS.
j. Recruitment Office/Unit — refers to a dedicated Office in every PRO and selected NSUs in charge of the implementation of the recruitment program.
k. Recruitment Officer — refers to a dedicated person in every recruiting office with at least a rank of Police Chief Inspector who will facilitate the entire screening and selection process of the recruitment cycle.
l. Registration — it refers to the entry of record in the official list or directory.
m. Information System — refers to the sets of tools, processes, and methodologies and associated equipment employed to collect, process, and present information.
n. Terminal — is an electronic or electromechanical hardware device that is used for entering data into, and displaying data from, a computer or a computing system.
o. Upload — it refers to the transfer of data from one computer to another, typically to one that is larger or remote from the user or functioning as a server.

6. GUIDELINES:
The PNP Online Recruitment Application System aims to simplify the submission of accomplished PNP PO1 Application Forms. This will also serve as a common platform for different recruiting units of the PNP. In order to achieve the said intention, the following guidelines and procedures are hereby prescribed.
a. Procedures:
1) Accessing the System:
The system will be accessed through the website address, www.recruitment.pnp-dprm.com on the address bar browser.
2) Registration
a) The applicant will join the website page by filling in the required registration form provided for in the said website. He/she will be notified promptly stating that his/her account has been successfully created.
b) The applicant will receive a password in his/her e-mail address provided in the registration form. The said password will be used to activate his/her PNP ORAS Account.
3) Submission of Online Application
a) The applicant will access the system using his/her username and password.
b) In the Online Application Form page, the applicant will fill in, upload and submit his/her personal data, such as Personal Information, Educational Background, Eligibilities, Previous Employment, Character References, and the PNP Office/Unit where he/she wants to apply.
4) Pre-Assessment and Initial Screening
a) The Recruitment Officer shall assess the submitted Online Application Form to determine whether or not the applicant is qualified.
b) The applicants who qualify in the pre-assessment shall be notified by the Recruitment Office thru the PNP ORAS and shall be required to appear before the recruitment officer and to bring the following necessary documents for confirmation:
1) Original/Authenticated Copy of PSA Birth Certificate; DETACa
2) Two Valid Identification Cards with Picture;
3) Original/Authenticated Copies of Certificate of Eligibility; and
4) Original/Authenticated Copies of Transcript of Records/Diploma.
b. General Requirements:
1) The applicant must satisfy the minimum qualification requirements as provided for in Section 14, R.A. No. 8551 and NAPOLCOM Memorandum Circular No. 2007-009 on the date of Oath-taking in every recruitment cycle.
2) The applicant must have a soft/scanned copy of the following:
a) 2x2 colored picture wearing white t-shirt with nametag indicating in succession his/her Surname, First Name, Middle Initial in JPEG file;
b) Transcript of Records and Diploma in a single PDF file; and
c) Certificate of Eligibility also in PDF file.
3) The applicant must have a personal e-mail address.
4) The applicant must have a working terminal like desktop computer, laptop, tablet etc. with internet connection.
c. Policies:
1) All recruitment applications shall be submitted online through the PNP ORAS. Recruitment offices/units shall no longer receive manual applications.
2) Each applicant must have a PNP ORAS account (username and password).
3) Original personal information is mandatory in creating PNP ORAS account. Use of nickname is not allowed.
4) All data must be accurate. Once registered, the data shall not be altered anymore.
5) The identity of the applicants and the accuracy of the applications shall be verified by the Recruitment Officer upon the applicants' scheduled reporting/appointment.
6) Strictly no walk-in applicants. "No Scheduled Appointment, No Processing" will be observed. HEITAD
7) Applicants shall be updated via email, SMS or on the news updates on the website.
d. Tasks:
1) DPRM
a) Act as overall OPR in the implementation of this MC; and
b) Perform other tasks as directed.
2) DI
a) Conduct Intelligence monitoring against hackers; and
b) Perform other tasks as directed.
3) TDL
a) Provide logistical support; and
b) Perform other tasks as directed.
4) DPCR
a) In charge of public information and dissemination on the implementation of this web-based recruitment system; and
b) Perform other tasks as directed.
5) DC
a) Provide necessary fund support in the implementation of PNP ORAS; and
b) Perform other tasks as directed.
6) ITMS
a) Provide technical support; and
b) Perform other tasks as directed.
7) ACG
a) Provide support against hacking; and
b) Perform other tasks as directed.
8) C, RPHRDDs/C, ARMDs or Recruiting Offices/Units
a) To designate at least three action PNCOs to monitor and respond to online applicants; aDSIHc
b) Conduct aggressive information campaign using the quad-media; and
c) Perform other tasks as directed.
e. Coordinating Instructions:
1) The PNP ORAS shall be accessible seven days a week.
2) All applicants shall always be assisted.
3) All concerned PNP offices/units shall refer to the PNP ORAS User Manual for technical procedures and aspects.
4) All offices/units concerned are directed to observe and implement this MC.
5) Recruitment offices/units are directed to submit their report pertaining to all problems that may be encountered in the system so that the same will be promptly addressed.
6) Lateral coordination is encouraged to ensure the successful implementation of this MC.
6. EFFECTIVITY:
This PNP MC shall take effect after 15 days from filing a copy thereof at the UP Law Center in consonance with Section 3, Chapter 2, Book VII of Executive Order 292 otherwise known as the "Revised Administrative Code of 1987," as amended.
