QUALIFICATION STANDARDSAMENDMENT; QUALIFICATION STANDARDS FOR APPOINTMENT TO RANKS IN THE PHILIPPINE NATIONAL POLICE (PNP); CSC RESOLUTION NO. 1401222 DATED 18 AUGUST 2014

Commissioner Eduardo U. Escueta, National Police Commission (NAPOLCOM), submits for confirmation, NAPOLCOM Resolution No. 2016-069 dated 28 January 2016, entitled "Addendum to NAPOLCOM Resolution No. 2013-501, Entitled: Prescribing the Qualification Standards for Appointment to PNP Ranks," which provides, to wit:

"WHEREAS, Section 14 of Republic Act No. 6975, as amended, provides that the National Police Commission (NAPOLCOM) shall exercise administrative control and operational supervision over the Philippine National Police (PNP);

"WHEREAS, the NAPOLCOM administered the following examinations on April 28, 1991 and November 24, 1991 in order for police officers to acquire the revised eligibilities required as a result of the organizational transition from the PC/INP to the PNP, among others:

"WHEREAS, the NAPOLCOM issued Resolution No. 2013-501 prescribing the existing qualification standards for appointment to PNP ranks;

"WHEREAS, as provided therein, any of the following eligibilities are appropriate for the ranks of Police Officer II to Senior Police Officer IV:

a. SPO (1992 onwards)

b. R.A. 1080

c. R.A. 6506

d. P.D. 907

e. CSP

f. CSC PO Exam (July 1998 onwards)

"WHEREAS, the Civil Service Commission (CSC) does not attest the appointments of police officers whose eligibilities were acquired from passing the said NAPOLCOM examinations taken in 1991 on the ground that such eligibilities are not specifically enumerated under NAPOLCOM Resolution No. 2013-501, which the CSC approved through Resolution No. 1401222;

"WHEREAS, the NAPOLCOM recognizes the need to include in NAPOLCOM Resolution No. 2013-501 the eligibilities acquired therefrom in order that the appointment papers of police officers shall be attested by the CSC;"

In view of the foregoing, the NAPOLCOM requests the inclusion of the eligibilities acquired from passing the following NAPOLCOM administered examinations as appropriate eligibilities for appointment to the ranks of Police Officer II (PO II) to Senior Police Officer IV (SPO IV), in addition to those prescribed under NAPOLCOM Resolution No. 2013-501, which was confirmed by the CSC through Resolution No. 1401222 dated 18 August 2014:

Item 2, Section 22, Book V of Executive Order No. 292 reads, thus:

"(2) The establishment, administration and maintenance of qualification standards shall be the responsibility of the department or agency, with the assistance and approval of the Civil Service Commission and in consultation with the Wage and Position Classification Office." (Underscoring provided)

Policy No. 2, Part I (General Policies) of CSC MC No. 12, s. 2003 (Revised Polices on Qualification Standards), partly reads, to wit:

"Agencies are encouraged to set specific or higher standards for their positions. These standards shall be submitted to the Commission for approval, and once approved, they shall be adopted by the Commission as qualification standards in attestation of appointments of the agency concerned." (Underscoring provided)

In a letter dated 11 February 2016, NAPOLCOM Commissioner Eduardo U. Escueta mentioned that:

"x x x the enclosed copy of NAPOLCOM Resolution (No. 2013-069, entitled: "Addendum to NAPOLCOM Resolution No. 2013-501, entitled: Prescribing the Qualification Standards for Appointment to PNP Ranks."

"The Resolution prescribes that eligibilities acquired from passing the April 28, 1991 and November 24, 1991 examinations administered by NAPOLCOM are considered appropriate eligibilities for appointment to the ranks of Police Officer II to Senior Police Officer IV, in addition to those prescribed under NAPOLCOM Resolution No. 2013-501 which the CSC confirmed through (CSC) Resolution No. 1401222 (dated 18 August 2014)."

Moreover, in a letter signed by Benjamin de Ausen Florentino, Director, Planning and Research Service, NAPOLCOM, he represented that:

"We wish to clarify that said Resolution (referring to NAPOLCOM Resolution No. 2013-501) was issued by the Commission for the purpose of including in the existing list of PNP promotional eligibilities considered appropriate by both the NAPOLCOM and the CSC, eligibilities acquired from the NAPOLCOM examinations conducted in 1991 during the transition from the defunct PC-INP to the Philippine National Police (PNP), brought about by the enactment of RA 6975 (DILG Act of 1990). Said eligibilities, which are considered appropriate by the NAPOLCOM for promotion to the ranks Police Officer II (PO2) up to Senior Police Officer IV (SPO4), were inadvertently excluded from NAPOLCOM Resolution No. 2013-501 which was confirmed by the CSC in its Resolution No. 1401222 (dated 18 August 2014)." Evaluation of the proposed inclusion of the eligibilities acquired from passing the April 28, 1991 and November 24, 1991 examinations administered by NAPOLCOM in the qualification standards for appointment to the ranks of PO II to SPO IV shows that the same is compliant with the existing policies in the establishment of qualification standards for the aforesaid positions in the PNP.

WHEREFORE, the Commission RESOLVES to CONFIRM the inclusion of the eligibilities acquired from passing the April 28, 1991 and November 24, 1991 examinations administered by the NAPOLCOM as appropriate eligibilities for appointment to the ranks of Police Officer II (PO II) to Senior Police Officer (SPO IV).

The Commission RESOLVES FURTHER that the General Qualifications for Appointment as provided for under CSC Resolution No. 1401222 dated 18 August 2014 is hereby amended, as follows:

* Eligibilities acquired as a result of the qualifying examinations conducted on October 10, 2004, April 26, 2008 and May 30, 2009 shall be used solely for the change of status of appointment from temporary to permanent and shall not be used for promotion;

Higher police eligibilities (resulting from the examinations given by the NAPOLCOM) shall be recognized as appropriate for ranks requiring lower eligibilities.

 

The above qualification standards and the requirements set forth under Section 14 of R.A. No. 8551 shall be the bases of the Commission in the attestation of appointments to rank in the Philippine National Police.

Copies of this resolution shall be disseminated to the Civil Service Commission Regional and Field Offices concerned.
