Amendment; Qualification Standards for Appointment to Ranks in the Philippine National Police

QUALIFICATION STANDARDS
Commissioner Eduardo U. Escueta, National Police Commission (NAPOLCOM), submits for confirmation and reference of the Civil Service Commission, NAPOLCOM Resolution No. 2013-501 dated October 23, 2013, entitled "Prescribing the Qualification Standards for Appointment to PNP Ranks" which provides, as follows:
"WHEREAS, Section 14 of Republic Act No. 6975, as amended, provides that the National Police Commission (NAPOLCOM) shall exercise administrative control and operational supervision over the Philippine National Police (PNP);
"WHEREAS, in the exercise of its constitutional mandate the NAPOLCOM issued Resolution No. 2011-196, entitled, "Prescribing the Qualification Standards for Appointment to PNP Ranks" which was confirmed by the Civil Service Commission (CSC) through Resolution No. 1101479;
"WHEREAS, it should be recalled that there were provisions under the dispositive portion of NAPOLCOM Resolution No. 2011-196 which were excluded in the CSC Resolution No. 1101479 that approved the said NAPOLCOM issuance;
"WHEREAS, there is a need to amend the qualification standards prescribed therein in order to reconcile the said issuances and to immediately address the prevailing vacuum in officership brought about by the lack of qualified officers as a result of the increase in the Experience/Time-in-Grade requirement as provided for under NAPOLCOM Resolution No. 2011-196;"
In view of the foregoing, the NAPOLCOM has resolved to prescribe the qualification standards for appointment to PNP ranks, as follows:

Item 2, Section 22, Book V of Executive Order No. 292 reads, as follows:
"(2) The establishment, administration and maintenance of qualification standards shall be the responsibility of the department or agency, with the assistance and approval of the Civil Service Commission and in consultation with the Wage and Position Classification Office." (Emphasis supplied)
Policy No. 2, Part I (General Policies) of CSC MC No. 12, s. 2003 (Revised Policies on Qualification Standards, partly reads, as follows:
"Agencies are encouraged to set specific or higher standards for their positions. These standards shall be submitted to the Commission for approval, and once approved; they shall be adopted by the Commission as qualification standards in the attestation of appointments of the agency concerned." (Emphasis supplied)
In a meeting held between the Human Resource Policies and Standards Office, this Commission and the NAPOLCOM on January 21, 2014, the representatives from the NAPOLCOM clarified that eligibilities acquired from passing the NAPOLCOM Special Qualifying Examinations conducted on October 10, 2004, April 6, 2008 and May 30, 2009 may be used only for change of status from temporary to permanent and not for promotion purposes.
In a letter dated February 7, 2014, NAPOLCOM Commissioner Eduardo U. Escueta confirmed that such qualifying examinations are for purposes of change of status only.
Aside from the inclusion of the inadvertently excluded provisions under the dispositive position of NAPOLCOM Resolution No. 2011-196, the NAPOLCOM requested amendment on the experience requirements of a number of ranks in the PNP by lowering the number of years by one (1) year.
Evaluation of the proposed qualification standards for appointment to ranks in the PNP shows that they are compliant with the existing policies in the establishment of qualification standards for positions in government.
WHEREFORE, the Commission RESOLVES to CONFIRM the above qualification standards for appointment to the following ranks in the Philippine National Police:

The Commission FURTHER RESOLVES that in addition to the above minimum qualification requirements, the General Qualifications for Appointment provided under Section 14 of RA No. 8551, which include the following requirements, among other things, shall likewise be complied with:
• "A person of good moral conduct;
• Must have passed the psychiatric/psychological, drug and physical tests to be administered by the PNP or by any NAPOLCOM accredited government hospital for the purpose of determining physical and mental health;
• Must not have been dishonorably discharged from military employment or dismissed for cause from any civilian position in the Government;
• Must not have been convicted by final judgment of an offense or crime involving moral turpitude;
• Must be at least one meter and sixty-two centimeters (1.62 m.) in height for male and one meter and fifty-seven centimeters (1.57 m.) for female;
• Must weigh not more or less than five kilograms (5 kgs.) from the standard weight corresponding to his or her height, age, and sex; and
• For a new applicant, must not be less than twenty-one (21) nor more than thirty (30) years of age."
The above qualification standards and the requirements set forth under Section 14 of RA No. 8551 shall be the bases of the Commission in the attestation of appointments for ranks in the Philippine National Police.
The Commission RESOLVES FURTHERMORE that recruit Police Officer I shall be initially appointed on temporary status pending their completion of the Public Safety Field Training Program (PSFTP)/Public Safety Basic Recruitment Course (PSBRC) as a requirement for permanency of their appointment.
Copies of this resolution shall be disseminated to the Civil Service Commission Regional and Field Offices concerned.
