PROCLAMATION NO. 2417

AUTHORIZING THE REHABILITATION AND PLACEMENT FOUNDATION FOR THE DISABLED, INC., TO CONDUCT A NATIONAL FUND CAMPAIGN FOR THE IMPLEMENTATION OF ITS REHABILITATION PROGRAMS AND SPECIAL PROJECTS DURING THE PERIOD MARCH 15, 1985, TO MARCH 14, 1986

WHEREAS, the Rehabilitation and Placement Foundation for the Disabled, Inc., is a non-profit and charitable organization established to provide skills training and productive employment for disabled persons as well as provide employment opportunities for disabled individuals in both urban and rural areas;

WHEREAS, the Foundation in achieving its objectives of providing a continuous integrated rehabilitation programs and services for the disabled, has been awarded a license to operate by the Ministry of Social Services and Development on May 16, 1983 in accordance with Republic Act No. 4373, Section 1 and 23, Republic Act No. 5416, Section 3 Integrated Reorganization Plan Part XV and Presidential Decree No. 1; dctai

WHEREAS, the Foundation, in the development of its rehabilitation programs and services, seeks to assist the disabled persons secure gainful employment, especially those who have undergone vocational training by providing employment opportunities that are economically viable, thus helping them restore their dignity as productive members of society;

WHEREAS, the Foundation, recognizing the fact that barely three percent (3%) of the country's four million handicapped persons have received rehabilitation services due to unemployment problem, negative attitude of employers and other social constraints, has implemented income generating projects designed to provide suitable employment for disabled persons to enable them become productive and self-reliant members of the community.

WHEREAS, to effectively carry out its developmental objectives and successful implementation of its placement programs, especially the establishment of rehabilitation sheltered workshops, employment centers and income generating projects for the disabled in urban and rural areas, the Foundation needs the financial and moral support of the public;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Rehabilitation and Placement Foundation For the Disabled, Inc., to conduct a fund campaign for the implementation and development of its rehabilitation programs and services during the period of March 15, 1985 to March 14, 1986.

I call upon all citizens and residents of the country, to assist in the endeavor by giving generously of their means and to actively support the campaign. I further call upon all government agencies to assist the Foundation in its laudable objectives.
