PROCLAMATION NO. 2117
AUTHORIZING THE FOUNDATION FOR THE REHABILITATION AND PREVENTION OF BLINDNESS IN THE PHILIPPINES, INC. TO CONDUCT A NATIONAL FUND CAMPAIGN DURING THE PERIOD FROM JULY 15, 1981 TO DECEMBER 31, 1982
WHEREAS, the Foundation for the Rehabilitation and Prevention of Blindness in the Philippines, Inc. is a non-profit organization established to serve as a national organization to provide a central system of management responsible for giving directions, forging unity and effective coordination of present efforts aimed at protecting and rehabilitating the blind and the prevention of blindness;
WHEREAS, the Foundation, in the pursuit of its program, seeks to reduce eye morbidity in the Philippines as almost two and one-third percent (2 1/3%) of the total population are blind; acd
WHEREAS, the Foundation, in the pursuit of its rehabilitation program, has embarked on a project to integrate the more than 800,000 blind in the country known as the White Cane Club to foster mobility, training and work placement for the blind; and
WHEREAS, to effectively carry out its noble objectives and successfully implement its prevention of blindness program and its rehabilitation for the blind, the Foundation needs the financial and moral support of the public;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorized the Foundation for the rehabilitation and Prevention of Blindness in the Philippines, Inc. to conduct a fund campaign during the period from July 15, 1981 to December 31, 1982.
I call upon all citizens and residents of the country, to assist in the endeavor by giving generously of their means and to actively support the campaign. I further call upon all government agencies to assist the Foundation in its laudable objectives.
